Tender Description
Melton City Council is required under its Road Management Plan 2021-2031, prepared in accordance with the Local Government Act 1989, to carry out regular condition audits on all its road assets.
Audits are carried out at regular intervals every four years in accordance with adopted Melton City Council Asset Valuation and Revaluation Policy.
The key statistics relating to Council’s current Services are:1257 km of sealed roads owned and controlled by Council as of 30 June 2022; 1874km of combined left and right kerb assets within the road reserve, owned and controlled by Council as of 30 June 2022; and 0.3 sq km of on road car parking bays Council road reserve.
The objectives of this RFT are:
To ensure Council is meeting all statutory requirements: Council is required under its Road Management Plan 2021-2031, prepared in accordance with the Local Government Act 1989, to carry out regular condition audits on all its road assets (audits are carried out
at regular intervals every four years in accordance with adopted Melton City Council Asset Valuation and Revaluation Policy);
Effective long-term strategic planning: findings from the survey will support decisions on renewal of assets and long-term budget demands;
Planning for maintenance: findings from this contract will inform planning for maintenance activities and maintenance contracts. i.e., line marking, patching and crack seal; and revaluation of assets: revaluation of surveyed assets based on condition and in accordance with the requirements of Australian Accounting Standard AASB 116 (Revaluation Model) to determine Depreciated Replacement Cost (DRC).
