Tender Description

The key deliverable is Defence access to and attendance at advanced road-based motorcycle rider safety training courses (ie Contractor’s public and/or Defence-specific courses), at agreed venues (training facilities), and to an agreed schedule and cost.

Defence personnel attend the Contractor’s training courses at dedicated motorsport / training facilities at the locations described in the Requirement to agreed minimum and maximum numbers of students per course.

The guidance regarding course levels and descriptions are provided in the Requirement as:

RideSAFE Level 1 Training. For motorcycle riders who recently acquired a licence (ie L and P platers can attend), have not been riding regularly, are returning to riding and/or who wish to improve basic motorcycling skills and confidence.

RideSAFE Level 2 Training. For experienced and more confident riders who ride regularly, commuting and/or riding socially, and who wish to improve their riding skills and confidence.

Courses may be scheduled by level as separate events and/or be run concurrently as one event in split classes / groupings.

The outline curriculum proposed for each course level provided in the Requirement includes and is not limited to: mental attitude and alertness; rider skills, including emergencies (vision, steering, cornering, braking, obstacle avoidance); and roadcraft – city and open road / various road and weather conditions.

Training may include any pre-course or post-course online learning that the Contractor deems suitable for the achievement or reinforcement of training deliverables.

Training delivery is to include:

a. the Contractor’s Senior Instructors have completed relevant instructor training and hold any certifications or licences where and if required by either national or respective State or Territory standards

b. assessment of personnel participating on each course to provide to the participant an indication of their rider skill and attitude levels

c. post-course feedback to be provided by students to inform the success of the training and potential areas for improvement

d. trainee to instructor ratios which most benefit rider training outcomes.

Contractors will be selected on their ability to provide the service at the specified locations (Table 1 of the Requirement) which best delivers Value for Money for Defence across the program nationally.
