This Tender is invited by the Issuer.

The Fair Work Ombudsman and Registered Organisation Commission Entity (FWOROCE) has a requirement for an experienced Project Manager to work on Technology projects.

The Technology Branch is responsible for delivering and maintaining secure, stable, reliable, and modern internal and external facing systems that support FWO business areas to deliver FWO’s functions to the highest standard. Our IT infrastructure is provided under a Memorandum of Understanding with Department of Education, Skills and Employment.

The Customer and Collaboration team is responsible for developing and maintaining the suite of internal facing systems which support external customer relationship management and internal collaboration across the agency. Platforms include ServiceBus, Dynamics 365, SharePoint and Azure Search.

The systems we support include:

• DocBank – document management system
• Titan, CustomerNet and ATLAS – our CRMs
• Knowledge Management System (including KnowledgeNet, KNIT and Knowledge
• Publisher) – our database of legislation information
• Intranet and associated Shared Spaces
• FWO forms and FWOPDO (project management)
• FWO search
• Customer Information Search (Azure Search)
• LogicApps & Power Platform
• AETMAR (Award Entitlement Tools and Modern Award Repository)

Responsibilities of the role include:

• Lead and manage the SharePoint 2013 Replacement Project which will migrate all documents and systems from SharePoint 2013 to nominated target platforms, including SharePoint Online.
• Work on other projects within the FWOROCE as directed.
• Contribute to the FWOROCE’s strategic outcomes and objectives, in accordance with corporate standards for project management and ensure projects integrate with the FWOROCE’s business.
• Document and manage the start-up, initiation, delivery and closure of projects in accordance with corporate project management standards, which are based upon Agile DSDM project methodology
• Develop and/or update business cases for large and complex ICT projects.
• Develop and maintain an accurate project schedule and deliver products according to the schedule.
• Develop and maintain the project budget, track costs and expenditure to deliver the project within tolerances.
• Manage scope, quality, risk and issue management (including developing appropriate mitigation strategies) processes to ensure outcomes are delivered.
• Manage changes to project scope and deliverables, and lead planning for future project activities including developing the assigned project Statement of Work and other documentation as required.
• Ensure projects follow an assurance process for policy, security, legislative compliance and design and included in the detailed project plans.
• Provide succinct regular reporting of assigned project/s, identifying risks and constraints that impact deliverables, schedule, resourcing and budget.
• Manage project staff and provide effective direction and leadership to the project team.
• Undertake change and benefits management.
• Support the conduct of simple and complex procurement activities within the Commonwealth Procurement Rules.
• Develop and sustain effective relationships with an extensive array of stakeholders on any given project, including with:
o Internal stakeholders to ensure access to resources, alignment with other interrelated projects and current and emerging needs are addressed
o External stakeholders, business partners and 3rd party vendors to ensure current and emerging needs are addressed.
• Attend project and program board meetings, prepare reports, advice and recommendations for presentation at more senior governance forums as required.
• Have and apply a comprehensive knowledge of principles, practices and theories as they relate to effective project management, with particular regard to Agile DSDM project management methodologies including project controls, scheduling and risk management, together with the ability to apply these within FWOROCE. This includes rituals such as sprint planning, scrum meetings, iteration reviews and retrospectives and developing Agile artefacts as required.
• Monitor progress of sprints on a daily basis, taking proactive measures ahead of time when required in order to achieve sprint deadlines and objectives.
• Propose innovation activities to assess emerging technologies that may support a ‘Future ready’ FWOROCE.
• Contribute towards knowledge and skills transfer.
• Provide other services as tasked by the Director, Customer and Collaboration.

The contractor will work 40 hours per week (8-hour days) with flexibility to work up to 40% of the week from home, subject to state and territory health guidelines.

Subject to the public health advice in place from time to time, the successful candidate will be required to attend the FWO offices regularly and, depending on the role, be required to attend other locations. In accordance with this requirement and the FWO’s work health and safety obligations, employees generally must be vaccinated against COVID-19, and provide satisfactory evidence of vaccination status.
