Tender Description

⁠⁠⁠The Organisation

Western Power is a Western Australian State Government owned corporation responsible for building, maintaining and operating an electricity network that connects our 2.3 million customers to traditional and renewable energy sources, delivering an essential service to our community.

The Scope

Western Power is seeking registrations of interest from suitably qualified and experienced organisations, for the provision of:

A. Long-term EUC Hardware supply and product recommendations in line with Western Powers current technical specifications and any changes, as may occur from time to time. This includes but is not limited to:

  1. Laptops, desktops, tablets and associated peripherals
  2. In-vehicle mounting equipment

B. Deterministic pricing for a period of 5 years including a limit on price increases for:

  1. Recommended products for the term of the agreement
  2. Replacement products when the recommended product is retired

C. Ability to transact with Western Power's Infrastructure Managed Services provider to enable them to procure products and services on Western Powers behalf and transition ownership to Western Power upon completion of project work

Services required under the project would include:

D. Support services including Maintenance and Support of supplied hardware and firmware for a period of Five (5) years from the date of delivery incorporating:

  • Telephone, Email, Chat services for receiving support requests/logging faults
  • On-Site resolution of all hardware faults

E. Lifecycle Management services including:

  1. Advising when products are due to be retired or otherwise go end of sale or end of support
  2. Recommending new products well in advance (12 months) of the above
  3. Loaning sample (for testing purposes) equipment to Western Power for a period of 90 days for any new products due to the above.

F. Asset Management services including:

  1. Integration with Western Powers Asset Management system or an equivalent system to provide recording and publishing asset information including serial numbers, procurement details, support history.

G. Procurement services including:

  1. Guarantee fulfilment (delivery) timelines and/or ability to warehouse equipment for Western Power to ensure fulfilment times can be guaranteed.
  2. Guarantee of product availability for a minimum period
  3. provide on-demand and self-service access to order history including our reference, your reference, SKUs, quantities, cost, and order/received dates
  4. Ability to demonstrate supply chain security. E.g. understand where development, production and assembly occur and whether it is in/out-sourced and whether standard operating procedures are in place and regularly audited
  5. Real-time, on-demand, access to entitlements and ownership details/history. E.g. S/Ns mapped to Purchase Orders, dates, prices, quantities, all Service History, Warranties and Invoices.
  6. Provide an ordering portal that enables us to order pre-approved systems and approved options (only). I.e. remediates risk of procuring non-standard bill of materials unless explicitly approved.

H. Deployment services including Integration with Western Powers systems to facilitate

  1. pre-load of operating system and software titles and
  2. registration/deregistration of the device into Western Power’s asset and configuration management systems.

I. Disposal services including

  1. Collection, disposal and wipe for data on hardware

J. Account management services including providing dedicated personnel for Western Power to assist with special requests such as:

  • Incident/support request escalations
  • Major product faults and coordination of supplier response
  • Vulnerability notifications (especially zero-day)
  • Technical Pre-sales

Registration Requirements

Suppliers are required to respond to the following for the ROI submission:

  • Demonstrate track record and capability in delivering End User Computing (EUC) Hardware and Services in relation to the high-level Scope requirements stated above. Specifically let us know if you can meet requirements A to J directly or through an authorised channel partner.
  • Reference from at least three customers who have been offered similar services.
  • Safety, Health & Environment information to be requested as part of this exercise.
