Building Contractor Works – Tranche 2 VICSES Facilities Across Metropolitan and Outer

⁠⁠⁠The Community Safety Building Authority (CSBA) intends to issue an Invitation for Expression of Interest (EOI) for the construction works of multiple new Facilities for State Emergency Service (VICSES) located in metropolitan and outer metropolitan Melbourne. Funding allocation committed in State Budget.

The new facilities will be constructed at separate locations. located in Melbourne’s North West, in the Cities of Wyndham, Melton, and Hume, and in Melbourne South East in the cities of Casey, Frankston, and Cardinia Shire.

The EOI process is the first stage of a two-stage procurement process. The EOI will identify and select suitable Head Contractors, who will be shortlisted and then invited to participate in a formal Request for Tender (RFT) process. The project Principal Design Consultant has developed the design and documentation, and Head Contractors will be responsible for delivering the projects under a traditional lump sum contract based on AS 2124.

In evaluating EOI responses, mandatory conformance criteria, technical and commercial will be assessed. An analysis of compliance levels against the evaluation criteria, and risk factors determines the shortlisted Offerers, who will be invited to participate in the second stage of the procurement process, Request for Tender (RFT).

The RFT process will have its own selection criteria and weighting including but not limited to technical, commercial, legal, Local Jobs First Policy, Social Procurement and Building Equality Policy.

Contract start date (estimate): November 2022

Tentative EOI/RFT date: EOI release Late May 2022. RFT release Late July 2022

Contract end date (estimate): Q3 2024 (including 12 months Defects Liability Period)
