This Tender is invited by the Issuer.
The Department of Education, Skills and Employment are seeking to fill multiple APS equivalent roles.
Reporting to an ICT Procurement Team Leader, the ICT Procurement Officer/s will work within a specialist sub-team within the ICT Procurement Section.
The ICT Procurement Section, IT Workplace, Environment and Customer Support Branch, Technology and Services Division, undertakes the procurement of ICT goods and services (software, hardware, telco, ICT services and ICT contractors) on behalf of the department and the external agencies that receive ICT hosting services. The team manages over 1,500+ ICT procurements annually.
The successful applicant will need to be motivated, flexible, well organised and have experience working within a procurement environment.
A strong working knowledge of the Public Governance, Performance and Accountability (PGPA) Act, and broader Commonwealth Procurement Rules and policies is also required.
Duties and Responsibilities
The Positions
As well as the position specific skills all applicants need to demonstrate the following personal attributes:

APS Level 4 positions
You will be responsible for supporting the team to deliver a range of procurement functions including provision of advice, development of request documents, processing invoices, creating reports through to contract management and administrative support. You will be able to make decisions within legislative requirements and be consistent with internal policies and operating procedures.
The successful applicant should be able to demonstrate the following skills, knowledge and experience including the personal attributes outlined above:
• experience in procurement or commercial functions in a large organisation (or the ability to obtain) is highly desirable.
• demonstrated working knowledge of the PGPA Act and the CPRs (or the ability to obtain) is highly desirable.
• strong commitment to be an effective team member and deliver quality customer service.
• effective communication and interpersonal skills.
• strong analytical and problem-solving skills.
• work experience in high volume transactional business environment would be desirable.
APS Level 5 positions
You will be responsible for either leading a team or high level of contribution as a senior member of the team to deliver a range of procurement functions including undertaking simple and complex procurement, managing approaches to markets to obtain quotes and tenders, and assisting the department to meet its statutory obligations by collating and preparing the various reports.
The successful applicant should be able to demonstrate the skills, knowledge and experience including the personal attributes outlined above:
• experience in procurement or commercial functions in a large organisation.
• strong commitment to be an effective team member and deliver quality customer service.
• well-developed communication and interpersonal skills including demonstrated ability to build and sustain positive relationships with stakeholders.
• strong analytical and problem-solving skills.
• thorough knowledge of the Commonwealth Procurement Rules would be desirable.
• experience in procuring ICT goods or services in large business organisation would be well regarded.
APS Level 6 positions
You will be responsible for leading a team to provide a range of procurement functions including undertaking simple and complex procurement, managing approaches to market to obtain quotes and tenders, and assisting the department to meet its statutory obligations by collating and preparing the various reports.
You will also be responsible for providing timely advice, face-to-face training, reporting and resolution on more complex issues and providing leadership and support to the team. The roles require a good understanding of Commonwealth Procurement Rules including current procurement policies and procedures. Excellent leadership, project management and stakeholder management skills would be critical to this role to assist the Branch in developing and driving the procurement services across the Department.
The successful applicant should be able to demonstrate the skills, knowledge and experience including the personal attributes outlined above:
• experience in procurement or commercial functions in a large organisation.
• demonstrated leadership experience or track record of being key contributor to leadership including coaching or assisting team members in delivering business goals and quality customer service.
• excellent communication and interpersonal skills including track record of developing and maintaining productive working relationships with senior managers and other stakeholders.
• strong analytical and problem-solving skills.
• thorough knowledge of the Commonwealth Procurement Rules and Commonwealth Grants Guidelines would be desirable.
• experience in procuring ICT goods or services including ability to translate technical requirements into procurement or commercial documentation would be well regarded.
Qualifications and Education
• Qualifications in procurement and contracting would be viewed favourably
