Tender Description
Alexandrina Council of 11 Cadell St, Goolwa, SA, 5214 (the Council) invites tenders from Tenderers for the provision of Design and Installation Services for a Building Management System (BMS), Goolwa Library and Administration Building (the Services).
Alexandrina Council’s Goolwa office building currently has an aging building management system (BMS) which is approximately 20 years old. Although the existing BMS system has served the Council well, we have identified that it’s no longer fit for the purpose of meeting our business requirements and strategic plans. Some of which are to:

To ensure that Alexandrina’s Goolwa office building can operate as efficiently and reliably as possible, this specification aims to improve and refresh the existing BMS building infrastructure through the successful implementation of a new smart building infrastructure solution. Alexandrina Council believes that by implementing today’s smart building technologies, we will be empowered to utilise these new capabilities to automate and enhance the operational management of power, cooling and security components at its Goolwa administration office areas and building infrastructure. Ultimately allowing the Council to contribute to a cleaner, greener future.
Alexandrina Council requires best of breed technology be implemented for integrated smart building management systems with the aim of providing substantial savings in the automation costs of the building operation and enhanced return on investment.
Alexandrina Council expects the following items to be included (but not limited to) when scoping a new smart building solution for the Goolwa administration office areas
The scope for this specification includes (but is not be limited to)
A full audit/review of the current;
- This will be an exclusive contract to deliver the BMS system.
- The successful tenderer will be required to provide training workshops and documentation sufficient to the Councils requirements and before finalizing the BMS system upgrade project;
- The successful tenderer is required to supply, install and/or commission the BMS system upgrade requirements as per the implementation plan, however it is at the discretion of the Council to decide if they are to perform the work in-house or with another entity/contractor that may be better suited for a sub-component of the system
- Detailed design that provides an implementation plan for the BMS upgrade to successfully transition and implement the future state BMS system into the Council’s Goolwa office building
- Based on review/audit reports for the various systems and controls/components, provide a high-level solution design that meets the Council’s business requirement.

- lighting cabling, components and associated controls, and any;
- software integrations required for the existing access control and security system to ensure interoperability with future BMS system.
