This Tender is invited by the Issuer.

Primary objective:

This is a contract role for a Business Analyst to Support APRA’s implementation of the Superannuation Data Transformation (SDT) project that aims to drive better industry practices and improve member outcomes by significantly enhancing the comparability and consistency of reported superannuation data.

The Business Analyst will play a key role in the delivery of the project in line with APRA’s data strategy. The position will generally have priorities that are determined by the Manager or Senior Manager. While the overall project or task may be defined, the position has autonomy to determine the most appropriate methodology and sources of analysis and information required to complete tasks.

The position will work with a range of areas internally (subject matter experts, project teams, policy teams and data teams), other government agencies (such as the Treasury, the ATO or the Australian Securities and Investments Commission), financial sector entities and industry representatives.

Role expectations

• Developing reporting guidance that captures the requisite level of technical detail while remaining comprehensible to stakeholders with a non-technical background.
• Distilling large datasets into insights that can be conveyed to other areas of APRA
• Ensuring data is protected in accordance with confidentiality and privacy obligations.
• Consulting with key stakeholders (internally and externally) on the SDT project.
• Building and maintaining effective relationships with other areas of APRA, including policy specialist and subject matter experts, and external stakeholders.

The success criteria include:

• Strong analytical, investigative and research skills, including data analytics and presentation. Demonstrable skills in SQL, Power BI and R will be highly regarded.
• Knowledge and understanding of techniques used to improve data quality.
• Knowledge and understanding of the APRA mission, objectives and functions
• Knowledge of the data collected by APRA and superannuation reporting requirements.
• Knowledge and understanding of relevant industries supervised by APRA, broad knowledge of industry trends and regulatory developments.
• Excellent organisational, self and priority management skills.
• Well-developed communication and consultation skills.
• Substantial skills and proven capacity to deliver projects and initiatives.

The evaluation team (ET) will exclude from evaluation any responses that do not meet the following mandatory criteria as specified in the RFQ:

• In the current COVID-19 environment the majority of APRA staff are working from home. Hence the Specified Person will need to ensure they have a set-up which enables this.
• If required to do so by APRA, the contractor must be able to work onsite at one of APRA’s offices located in Sydney, Melbourne or Brisbane with no travel or accommodation expenses incurred.
