Tender Description

⁠⁠⁠Road trauma is a leading cause of death of Queensland children and youth. For every fatality, there are hundreds of road trauma injuries that impact upon the health and wellbeing of Queensland's children and their families. Over the last several years TMR committed to reviewing and refreshing its approach to road safety education for children and youth.

Journi is an online road safety education program that is targeted towards students in years 5 and 6. The program is a part of TMR's whole-of-life approach to road safety education and seeks to instil fundamental safe road use practices and behaviours within this age group. The program is accessible to teachers through the Journi website and can also be found on online eLearning resources for teachers such as Scootle and The Learning Place.

TMR has also developed the Road Safety Education Blueprint (the blueprint) through best practice research, gap analysis and stakeholder consultation. During the development of the blueprint, it was established that there is a major gap in road safety resources for children in years 5 and 6 across Queensland. This confirmed previous research by the Department during the creation of Journi for the need to have resources for this age group as children are starting to learn to travel independently.

Journi was designed with the Department of Education to ensure that the content of the program is pedagogically appropriate for the targeted student age and is aligned with the Australian Curriculum. The program takes 15-20 hours to complete, and students are guided through four stages that provide participants with a mixture of games, videos, assessments and activities that have been designed to increase applied knowledge and skills around safe road and travel practices. The resources provided in Journi link to the Digital Technologies and Health and Physical Education (HPE) learning areas of the Australian Curriculum.

This online program, available at https://journi.tmr.qld.gov.au, consists of an interactive website that contains activities, animations, videos, three games, quizzes and assessment that has been designed to be navigated through in a linear process. It is available to teachers, students and from 2020 has been made available to parents.

TMR is seeking to understand from the market what solutions may be viable for the future for this program, in particular understanding if, and how, Journi could be introduced to more schools or have the program utilised more. TMR is seeking responses to three options for Journi’ s future state and has developed a Problem Statement to provide the market with further information on the Journi program, what it does, the problem TMR is facing and a detailed explanation of the options.
