Tender Description

⁠⁠⁠Scope of Task:

1. The Commonwealth requires the services of two Land Integration Framework – Digital Subject Matter Experts (LIF-D SMEs) to supplement the contractor workforce within the Land Network Integration Centre (LNIC). This proposal seeks to engage an Advanced Practitioner to assist the LNIC and an already established team of five LIF-D SMEs with the Land Integration Framework.

2. The Land Combat System (LCS) is defined as "Army's networked 'system-of-systems' (SoS) that enables our forces to win the contested decision/action cycle. It enables the Joint Land Force to better Sense, Understand, Decide and Act, from the individual soldier and platform, through each specified level of command and control. The system is fundamental to how the Army will fight. It will ensure integration within the Joint Force and allow for interoperability with the US, coalition and other government agencies”.

3. The LCS currently exists as systems consisting of both emerging and legacy platforms that integrate at varying levels, with the LNIC as the Army Headquarters (AHQ) lead for LCS digital integration. Army, through the LNIC, will establish and operationalise the Land Integration Framework - Digital (LIF-D) to realise this LCS optimisation by identifying, designing, and implementing digital integration and interoperability between platforms.

4. The LIF-D provides the One Defence Capability Model (formerly the Capability Life Cycle) digital integration governance process to assure the effective digital integration of new Army capabilities within the LCS. The LIF-D SMEs will be required to identify, define, design, validate, and support the implementation of digital integration requirements for Land programs and projects. Additionally, they will assess and endorse pre-Gate 0 to Gate 2 integration approaches and address post-Gate 2 digital integration risks and issues.

5. The LIF-D SMEs will work with the other 5 LIF-D SMEs to utilise their deep technical specialisation and experience to drive the rapid development of digital elements of the LCS as part of a collaborative team. The SMEs are also required to engage with and influence key stakeholders within program and project capability groups.

6. The LIF-D SMEs will be recruited as part of a collaborative and multi-disciplined LIF-D team to support as a priority, digital integration across the following Land programmes:
a) Command and Control, Communications and Computers (within tactical, operational and strategic environments).
b) Armoured Mobility Systems.
c) Joint Fires Systems.
d) Soldier Systems.
e) Battlefield Aviation and Aerial Systems.

7. Regular integration interaction across other Defence domains will occur. These activities support the Joint Force and C4ISR portfolios, in addition to the Land Domain.

8. The duration of this contract is expected to be from 5th May 2022 to 30th June 2023. Three additional one year extensions may be considered based on Commonwealth requirements.

9. It is preferred that the majority of services delivered under this contract will be at the LNIC facility in Symonston ACT. However, remote working arrangements will be considered. Interstate and overseas travel may be required to support Joint Fires trials and liaison with stakeholders.

10. A three (3) month probation period will be imposed as a condition of employment for all new contractors.

Deliverables:

11. The contractors engaged under this RFQTS will be engaged on a time and materials basis of payment. Notwithstanding, the following activities and deliverables are envisaged during the term of this engagement:

Activities

a) Develop a deep and fundamental understanding of the LCS and its design considerations;
b) Develop a detailed understanding of the integration of sub-components into capabilities;
c) Lead development of the LCS Design (LCSD) within their technical specialisation;
d) Record and share information regarding LIF-D engagements to enable a collaborative approach across LIF-D SMEs and the LNIC integration/technical SME staff to achieve digital integration requirements for the LCS;
e) Develop an understanding of concepts or a design within the LCS and provide detailed advice on the integration requirements from a digital integration perspective (as opposed to physical integration);
f) Liaise with Land Capability Division (LCD) representatives and Capability Acquisition and Sustainment Group (CASG) project teams to understand their scope and requirements and provide advice from an AHQ perspective regarding digital integration;
g) LIF-D SME activities are coordinated through the LIF Product Line Lead, with LIF-D SMEs expected to report to the LNIC Executive team when required;
h) Work within a team of LIF-D SMEs to ensure that Land programs are consistent in approach regarding the LCS digital integration;
i) On receipt of Land portfolio/program/project familiarisation from the LIF Coordinator, the LIF-D SMEs will provide enduring liaison with Land programs throughout the Defence Capability Model, advising Capability Manager (CM) representatives and CASG programs regarding digital integration needs and prioritisation;
j) Advise LNIC Executive on proposed integration approaches and related recommendations for Land and other programs;
k) Support the development of LCS Design (LCSD) products to inform LNIC staff and external stakeholders of digital integration requirements through the provision of LCS current and future baselines.
