This Tender is invited by the Issuer.

⁠⁠⁠Supporting the REST program, BAU initiatives for budget, resourcing and other project support including developing a design authority framework that compliments the TAG and other internal governance frameworks.

This role will be responsible for developing terms of reference for this authority and will also play a role in supporting budget alignment with a prioritisation process.

The Project Planning and Performance manager will possess strong relationship building, consultation and collaboration expertise with Senior IT customer management and business partnering outcomes.

Key Accountabilities for this role:

• Leadership and project management skills and experience with portfolio management and the full project life cycle to deliver successful programs to meet client requirements.
• Experience in a Scaled AGILE and delivery governance frameworks and the ability to blend them together in the correct proportions to fit a complex environment.
• Experience in designing and presenting qualitative and quantitative concise planning and project performance data including risk and issue management to deliver organisational change programs.
• Identify issues and risks to branch delivery, initiate processes for resolution and integrate opportunity management into resource planning, decision making and priority setting.
• Proficiency in developing and managing stakeholder and team relationships to capture and engage skills, knowledge and capabilities to enhance portfolio outcomes.
• Familiarity and ability to work in a complex, fast paced and demanding matrix, organisation.
• Experience in establishing new planning and prioritisation frameworks to enable strategic decision making across the branch.
Key accountabilities include:
• Lead the implementation of an IT solution planning and design authority. This committee will provide an escalation path for delivery teams on project or program solution design, delivery priority and quality.
• Lead the development and analysis of regular reporting on the financial position of the ITS Branch and across multi-functional project and BAU teams.
• Implementation of centralised procurement and financial processes and activities, to provide a single source of truth for ITS projects, planning and performance for PMO reporting.
• Identify, assess and mitigate risks and issues arising from both branch and project operations and where they intersect.
• Provide an independent portfolio and branch review, readiness assessment and recommendations on quality management, including developing standards for quality management and project health checks.
• Manage multiple forms of project data, produce dashboards and optimise the portfolio assurance management function and consistently apply the appropriate levels of governance and assurance.
• Financial management for IT, including planning, forecasting, budgeting, reporting and control, ensuring a consistent and transparent approach to the financial management of business technology projects is in place, rolling up to a branch view.
• Collaborate with ITS Delivery managers and PMO to provide an aggregate view of progress against the roadmaps, capacity and budget and other Capability Sub Committee reporting and assurance activities.
