Automation of monthly reporting for the Local Jobs Program

⁠⁠⁠Deliver a new monthly reporting system for the Local Jobs Program which:

o incorporates an online interface to facilitate monthly reporting.
 the online portal will have the capacity to securely share and store messages, key documents, and data.
o facilitates the flow of reporting through each stage of the clearance process (see reporting flow chart), including mechanisms to provide feedback and directions to be actioned where required.
o applies validation rules to data and provides error reports back to data providers for them to re-upload their data.
o supports the aggregation of monthly reporting data.
o supports monthly changes to reporting templates to accommodate evolving departmental priorities.
o can be easily managed and updated by program staff.
o includes capability for calendar events, news functions and user feedback mechanisms for easy user interaction.
o implements analytics to enable tracking of user engagement and use, and
o is aligned with the department's systems and applies the department's branding style guide.
o complies to Web Accessibility WCAG 2.1 AA guidelines (http://www.w3.org/TR/WCAG21/).
