New Plymouth District Council has set an aspirational goal of sending Zero Waste to landfill by 2040. Commercial and Industrial (C&I) waste forms around 60% of all waste sent to landfill in Taranaki. It is important for Council to actively identify measures which will reduce the amount of C&I waste produced and sent to landfill.
A feasibility study and business case have been completed to assess the options and commercial viability of constructing a C&I Waste Sorting Facility for the New Plymouth district. The approach is to repurpose the existing Refuse Transfer Station and configure for the purpose of receiving and sorting commercial waste including residual landfill, cardboard, metals (ferrous and non-ferrous), rubble (including undamaged bricks and tiles), plasterboard, untreated and treated timber.
The existing Refuse Transfer Station is relocating to a new facility being built behind the MRF facility on Colson Road. Once the site is vacated, this project will commence to repurpose the facility.
This repurposing involves:
- Filling of the loading bay with approved granular material and construct reinforced concrete slab.
- Construction of retaining walls.
- Backfilling of existing transfer pit with approved granular material and construct reinforced concrete
slab.
- Install new threshold drains and associated pipes and fittings in the operational area.
- Install new down pipes and associated fittings on the transfer station canopy.
- Reprofile a section of pavement.
- Construct kerb and channel.
- Install a stormwater treatment device and associated fittings.
- Reprofile and extend existing stormwater channel.
- Marking of pavements for vehicle movements and control.
- Asset database information capture according to NPDC requirements
