Public Realm Design - Community Engagement
Development Victoria is seeking a specialist community engagement consultancy to develop and help execute a community engagement and consultation strategy (CE Strategy) for the design of the Melbourne Arts Precinct Transformation (MAPT) Public Realm.
As this engagement relates to Melbourne’s premier creative precinct, specialist experience is required to develop strategies that engage a wide audience in creative and innovative ways. Consultancies wishing to tender will be required to demonstrate experience in creating authentic and meaningful engagement and consultation programs for major civic and cultural projects.
The successful consultancy will be responsible for full-service delivery of a potential three-stage program of engagement and consultation relating to the public realm design package only.
The consultancy will need to develop and deliver a strategy that describes the full scope of community engagement and consultation to be delivered for the first stage, as well as detailed options for two further stages. The decision to deliver the two further stages, and the agreed method of delivery, will based on the outcomes of the first stage.
Broadly, the three stages to be included in the CE Strategy are proposed as follows:
Engagement stage 1: Commencing end of first quarter 2022
- Aims at seeking high level community ideas and input on the current and desired uses and key features of the public realm, based on the design development to date.
Engagement stage 2: Commencing with next phase of design development
- Design focused engagement including examples/options of possible designs or design features for the public realm. Test negotiable design elements with the public.
- Options for consideration only, with procurement based on the outcomes of the first stage
Engagement stage 3: prior to finalisation of Detailed Design
- Identifying a range of opportunities and channels to communicate the final (or near final) design to the public, referencing where input has influenced the design.

The successful consultancy will be directed by Development Victoria and Melbourne Arts Precinct Co. Where directed, the consultancy will also work with the Project Landscape Architects and other MAPT key stakeholders on aspects of the CE Strategy development, including the National Gallery of Victoria and the Arts Centre Melbourne. The CE Strategy should also include a targeted engagement of community groups.
Development Victoria and MAP Co will facilitate the consultancy’s engagement with the Project Landscape Architects regarding the outcomes and the recommendations for translation into design.
This tender is subject to Strategic Project Local Jobs First requirements, as well as the Victorian Government Social Procurement framework.
