Tender Description

The Rural City of Wangaratta is seeking a suitably qualified and experienced contractor to undertake the design, supply, and installation of a solar photovoltaic system for our Newman Street depot facility, 51 – 69 Newman Street, Wangaratta, Victoria, 3677.

The contractor will be responsible for:

  • Providing the Rural City of Wangaratta with a detailed solar PV design package (minimum 90 kW) including proposed panel array, invertor location, and walkway layout for review, comment, and approval prior to installation. The module must be an approved Clean Energy Council solar photovoltaic module suitable for installation under the small-scale renewable energy scheme. All panels must be sourced from the same manufacturer and of the same type.
  • Must have ability to add, remove or reconfigure solar panels if necessary (i.e., ability to be reduced or expand). The system should be designed to work in the climatic conditions of Wangaratta. The system shall be designed and installed to allow for the option of battery storage in the future. Supply, install and commission Solar Edge monitoring software, to produce system yield, performance, and CO2 reduction data. Compliance with the building code of Australia / building approvals, Australian Standards, and all other relevant legislative requirements.
  • Ensuring that installation of the solar PV system and walkway components comply with manufacturer’s specification and all applicable Australian Standards. Supply/submit the appropriate documentation e.g. (CES, EWR & Connection forms to the authorities/retailer. Coordinating the assignment or generation/trade/sale/incentive payment of all small-Scale Technology Certificates (STCs) generated by the solar systems installed enabling the contractor to retain the financial benefit of the STCs in a return for a deduction (submitted in their tender) from the cost of the solar system. Notify the authorities/retailer of the new installation, to arrange the appropriate action/people to get the existing smart meter reprogrammed to be able to accommodate for the new Solar Photovoltaic Grid Feeding System feeding power back to the grid.

This project must be delivered in accordance with all applicable Australian Standards, regulations, industry best practice and guidelines and aligned with Council and Distribution Network Service Provider (DNSP) requirements. The installers are required to be Clean Energy Council (CEC) accredited.
