Tender Description
Scenic Rim Regional Council is seeking quotations for the removal of tyres from six (6) of its waste transfer stations from March 2022 to 30 June 2025, with an one(1) year option to extend to 30 June 2026 by mutual agreement.
The sites requiring the services are: Central Waste Transfer Station, Canungra Waste Transfer Station, Peak Crossing Waste Transfer Station, Boonah Waste Transfer Station, Tamborine Mountain Waste Transfer Station, Rathdowney Waste Transfer Station.
NB: The opening hours are subject to change. Access outside of times is possible by prior arrangement.
Quantum of Work Required
Please see Appendix 1 for quantities of tyres removed from sites in 2020/21 financial year.
Council assumes similar quantity of tyres will need to be removed in each 12 month period. However, Council does not guarantee the quantity of tyres or frequency of collection that needs to occur during the contract period.
Quotation for Works
Scenic Rim Regional Council requires quotations for the removal of tyres from the six (6) sites nominated above.
Firms quoting for this service need to provide a Price Schedule.
The preferred method for the storage and removal of tyres is detailed below:-
· Council stores tyres at each site on a gravel pad or bitumen pad. Most gravel pads are roofed.
· The Contractor brings mobile loading and transportation equipment to the site when requested by Council on an agreed date.
· The Contractor bears all loading, transportation and disposal costs.
· Loading of the tyres is performed by the Contractor staff.
· Council staff do not assist with the manual loading of the tyres.
· Council staff will count tyres being loaded.
Accountability
· The Contractor will leave a collection docket for each load removed from the six (6) sites.
· The collection docket must record:
o Date and time
o Site location
o Number and type of tyres collected.
· Council staff will count the tyres being loaded.
· Prior to leaving the site, the Contractor and Council staff member must agree to the number and types of tyres loaded.
· Council shall only pay for the agreed number and types of tyres removed from each site.
Alternative Method of Accountability
The Contractor may nominate an alternative method of accounting for loads. Details of such method must be supplied with your quotation. Acceptance of your proposed method of accountability is at the discretion of Council.
Quality of the Tyres
Council staff supervise tyres being deposited at the sites in an endeavour to keep out contamination. Council makes no guarantee that the tyres are totally free of impurities. For example, some wheel rims may be present or some water may be in the tyres.
Respondents are to inform Council as to guidelines and/or classifications they have in relation to contamination of tyres that may be rejected for removal.
All Inclusive Price
Council requires prices to include all of the Contractor's costs. Council will only pay the prices listed. No extra claims for costs other than those shown in the Price Schedule will be paid by Council. Prices submitted must be exclusive of GST. Council's terms of payment is 30 days from receipt of invoice.
Responsiveness
Scenic Rim Regional Council will negotiate time frames for the services with the successful Firm. However, once Council places a request for the services at a site, the work must be performed within fourteen (14) days. Firms submitting quotations are required to confirm that they will be able to perform the services within the fourteen day period required by Council.
Access to Sites
Access to some sites for large machinery is awkward. Firms should visit the sites to ensure that your plant and equipment are suitable to be used at the nominated sites.
Disposal of Tyres
Applicants must advise how and where the tyres are to be disposed of and also where they are being stored (if storage occurs). Council prefers the tyres to be recycled. Council requires the tyres to be disposed of legally and at an approved site.
Approvals
Firms quoting must have any necessary approvals/ licences required under legislation. A copy of relevant approvals must be included with the quotation.
Machinery to be Utilised
A list of machinery to be utilised to perform the services must be included with the quotation.
Insurances
The successful Firms will be required to provide certificates of currency for their Insurances and their Workers Compensation Cover.
