Job Context

ASQA is embarking on a multi-year transformation program to modernise its digital service offering to the VET sector and enable the agency to achieve its deregulation objectives. It is currently developing foundational capabilities to deliver on its Digital Roadmap (DRM) which aims to meet the Agency's obligation under Australian Public Service (APS) initiatives to operate digitally by 2025.

ASQA’s Transformation Management Office (TMO) will be responsible for the delivery of the DRM objectives. A number of delivery streams will drive DRM objectives through a program of work led by the DRM Program Manager, overseen by the Chief Digital Officer and governed by a DRM Program Board/Steering Committee.

Role Context

The DRM Senior Project Manager will be responsible for the end-to-end planning and delivery of one or more projects within the DRM Program from business case creation to implementation and handover to business and ICT operations teams. The incumbent will also participate in program inception planning in preparing estimates (schedule, budget and benefits) for the underlying projects.

Project team members comprise a mix of Australian Public Service (APS) staff, independent contractors, vendors and consultants in geographically dispersed locations. The DRM Senior Project Manager will manage the multi-disciplinary project team/s, business and ICT stakeholders to deliver successfully to project objectives.
Other areas of work that the incumbent is also expected to involved in include vendor selection processes such as Requests for Proposals, management of planning and discovery workshops and other project-related activities as required.

Position Purpose

This role will provide Project Management expertise and advice for the implementation of projects within the Agency’s DRM program. The successful applicant/s will:

• work externally with ASQA’s service providers, vendors, and consultants
• work internally with key business stakeholders and ASQA ICT teams
• provide delivery advice and recommendations to the Program Manager, Chief Digital Officer, governance committees and ASQA’s broader leadership cohort.

The pre-requisites of this role are:

• Minimum 10 years experience in project management in ICT environments with at least 5 years experience managing large projects (circa $10M) with complex technology change.
• Prior experience managing teams dispersed across geographic locations.
• Prior experience in roles requiring vendor management skills.
• Prior experience in RFP, project costings and business case development.

The incumbent is responsible for a range of tasks and duties including:

• Provide professional leadership and manage delivery of one or more projects using PRINCE2 and Agile/Scrum project disciplines.
• Manage a multi-disciplinary team comprising of a mix of APS staff, contractors and vendors based in multiple geographic locations to deliver project outcomes cohesively.
• Planning of projects within a multi-year program based on the digital roadmap strategy with a focus on project costings and formation of a business case.
• Lead and manage multiple project initiatives based on PRINCE2® and Agile disciplines and consistent with industry standards.
• Adopting and championing continuous improvement, governance, and business analysis of project management standards.
• Lead and manage project delivery stream communications and negotiations with key stakeholders, including relevant Customers, Government Departments, Vendors, and their associated agencies, fostering effective partnerships between these groups.
• Prepare project artefacts in accordance with the DRM program approach, including
project plans, scope, schedules, resources, budget, activities, health checks & readiness assessment and status reports.
• Oversee the project delivery stream administration, operations and governance to standards, guidelines, and principles.
• Present and report the project/s at the Program Steering Committee level and provide delivery advice as requested.
• Ensure the PMO standards, guidelines and principles in the DRM approach are adopted and maintained in the project delivery stream.
