Tender Description
Service Victoria (SV) is the place to go for government services with an established digital market place for customers wanting to transact with government. SV uses product-thinking and human-centred design to reform transactions, so the transactions make sense to people and its expanding its product offering, increasing both transactions and capabilities.
The organisation is reliant on development teams to flex and scale to deliver initiatives within budget and time constraints. To support this operating model, additional experienced technical resources are required at short notice and for specified timeframes.
SV proposes to undertake an ITS process to enable project resources to be sourced in a timely manner to support multiple initiatives.
It is the intent of Service Victoria to seek submissions from vendors so that SV can appoint a panel of suppliers.
The proposed contract runs for three years with SV engaging with multiple vendors.
Each resource will have an eService’s Change Order added to the head contract only for the duration the resources skill set is required.
The eService’s Change Order will specify the duration and cost, etcetera.
Service Victoria intends to release this RFT to market no earlier than Wednesday 26 January 2022 with a proposed close date of no later than Friday 25 February 2022.
The RFT will have oversight by independent Probity Advisors from O'Connor Marsden & Associates (OCM)
The RFT will be released on the Victorian Government eService’s platform VendorPanel to ALL vendors who meet the following conditions.
Vendors are to note that they MUST meet the following criteria in order to be invited to this RFT:
- Be registered and active on eService’s under one or more categories;
- Register their intent to bid with the Tender Manager Zara Ahmed by email (Procurement@service.vic.gov.au) by close of business Tuesday 25 January 2022 so that they can be invited to the RFT;
- Confirm who will be attending the mandatory tender briefing on Friday 28 January 2022 post release via MS Teams. (Further details to be contained within the RFT but a true and correct email address is required for all attendee’s);
- Be prepared to register with the Industry Capability Network (ICN) and prepared to submit a Local Jobs First Plan when necessary; and
- Be prepared to submit a meaningful response to the Social Procurement criteria within the RFT (Vendors are to note the guidance at https://buyingfor.vic.gov.au/social-procurement-victorian-government-approach).
Vendors are to note that the intent of Service Victoria is to have a contract in place starting end of April 2022.
Also, vendors are to note that Service Victoria has moved to the new GovHub centre in Ballarat but currently retains a presence at the Footscray Office.
Vendors are to note that Service Victoria has embraced the flexible working policy and that working from home is allowable.
