Tender Description
The Alpine Shire Council is seeking offers from suitably qualified and experienced contractors to improve the efficiency and effectiveness of its management of contractor safety by developing a Contractor Safety Management System.
Part A: Review of existing procedures and processes
A review of Alpine Shire’s contractor management processes to include but not be limited to:
- Contracts and Health and Safety Clauses
- Contractor engagement processes
- Contractor Induction processes
- Performance review processes and monitoring
- Report on findings and recommendations
Part B: Recommendation Implementation
Explanation and education of processes that can be implemented at Alpine Shire from Part A’s findings to include but not be limited to:
- Effective contractor management procedures and processes
- Clarification of legal obligations (including WHS)
- Operational briefings
- Safety briefings
Part C: Contractor Safety Management System Development
Creation of a suitable contractor management framework to include but not be limited to:
- Customised to findings and recommendations of Part A and Part B
- Induction process
- Work protocols
- Credential matrix
- Monitoring protocols
- Performance management protocols
- Legal clauses
Part D: Implementation of the proposed Contractor Safety Management System Development
Implementation and delivery of the contractor management system to include but not be limited to:
- Internal communication strategy
- Contractor communication strategy
Part E: Implementation Support and Coaching
Ongoing implementation support and coaching of the delivery of the contractor management system to include but not be limited to:
- Coaching and support of relevant staff in using the system correctly (onsite or online options)
- Quarterly review (or upon consultants recommendation) of the Contractor Safety Management System in conjunction with relevant internal staff to ensure ongoing compliance and relevance
