Development Victoria (DV) is seeking responses to a Request for Proposal to appoint a quantity surveyor consultant to provide project cost management services for the whole of the Melbourne Arts Precinct Transformation Project Phase One (MAPT Project).
The MAPT Project is one of the biggest cultural infrastructure projects in Australia’s history. The MAPT Project is highly complex because of its scale, investment value and public impact both during delivery and in operation. It will transform Melbourne’s creative precinct through the creation of extensive new public space and the establishment of new creative spaces, attracting more visitors, creating new jobs and enhancing the established institutions in the precinct – Arts Centre Melbourne (ACM) and the National Gallery of Victoria (NGV) Contemporary.
The MAPT Project originally evolved as a number of discrete packages in line with Government funding. Quantity surveying services were procured progressively as part of that approach. The timing and scope of the MAPT Project has changed substantially since those services were originally procured, and the way of managing cost planning services has changed as a result. Due to these changes a single cost planner will be appointed to oversee the entire Project and provide embedded expert cost planning services to the project delivery team.
Phase One of the MAPT Project will be delivered in six separate construction packages. The quantity surveyor is responsible for providing cost management services for the entire MAPT project precinct, as well as discrete cost plans for each of the MAPT sub-projects at different stages of the project lifecycle.
In addition to the main six sub-projects, there are potentially a number of smaller packages that will also require cost advice. The sub-projects will be delivered concurrently, and the quantity surveyor must be able to provide timely and effective cost advice on all sub-projects.
It is expected that a senior member(s) of the quantity surveyor team will be seconded to the MAPT team and will work at the MAPT office (currently located at 77 Southbank Boulevard) on a full-time basis (subject to any government working from home directions).
This service will be procured via a Selective Tender from the Construction Supplier Register. Tenderers must have experience working on large scale public projects. Quantity surveyors who have provided services on packages of this Project will be invited to tender.
The proposed contract for the quantity surveyor will be DV Consultancy Agreement (Major Services).

The anticipated release date of the Request for Proposal is 20 December 2021. Closing date will be 4 February 2022.
A Confidentiality Form will be issued to selected tenderers for execution prior to the release of the Request for Proposal documentation.
