Warrnambool City Council is seeking quotations from arborists and industry experts for the undertaking of a Tree Risk Assessment to improve Council’s management of tree assets by providing accurate and comprehensive information regarding the condition, risk exposure and maintenance requirements of public trees.
A 5-year inspection program was completed in early 2019. Since then, new trees have been planted or replaced and maintenance works that were identified have been completed. These activities potentially alter the risk rating of the tree and so a routine inspection program is being developed.
An annual inspection program has been occurring successfully during this time, therefore Council is taking the opportunity to turn this in to a multi-year contract.
Existing tree information will be provided to the successful contractor for validation.
The successful contractor will be required to undertake the following project components:
- Undertake physical inspection of all trees listed (Appendix B) in accordance with their inspection schedule. Some trees get an annual inspection due to their risk, while most are on a standard inspection frequency of once every 4 years.
- This includes street trees and trees deemed to be of high importance on council properties such as kindergartens and reserves.
- Confirm attribute information including an assessment of condition and risk rating for each tree and any remedial works required (Appendix E).
- Undertake a QTRA inspection on each asset - assessing risk to persons and potential impact to any Council, private or other authorities’ infrastructure (eg: roads, footpaths, powerlines, pits, fences), along with recording any damage that has already occurred.
- Update Council’s GIS layer of tree locations (provided) and return in a compatible format (MGA 94 Zone 54).
- Assess if species are appropriate, and recommend an alternative if they are not.
- Council’s unique Asset ID’s will be provided and are to be retained against each record (Appendix F).
- Provide all attribute information in a format compatible with Council’s asset management system (Conquest), and existing trees data
- All works undertaken and recommended shall comply with Council’s Street Tree Planting and Management Policy and Guidelines.
- Identification of vacant sites is not in scope, however removed trees should be recorded as such.
