Tender Description

This Tender is invited by the Issuer.

The Report of the Review of Australia’s Sports Integrity Arrangements (Wood Review) released in 2018 found that current and emerging sport integrity threats cannot be effectively addressed without a formal, national capability dedicated to coordinating the collection, analysis and dissemination of sports wagering related information and intelligence from law-enforcement agencies, sporting organisations and the wagering industry, nationally and internationally. The Wood Review recommended a central clearinghouse function be established within Sport Integrity Australia to receive, assess and disseminate data, information and intelligence from stakeholders to assist with enhancing national capability to address sport integrity threats.

For the purposes of informing the development of a business case for Government to pursue this capability, Sport Integrity Australia is making an approach to market to seek an understanding of the current products, options, capabilities, best practices, implementation options, and indicative costs for the development of a platform to provide this capability. Subject to approval and funding of the business case, the agency may progress to the next stage of procurement, such as an RFT

The Platform is proposed to comprise of the following core capabilities (please refer to Attachments for further detail):

• Suspicious Activity Alert System (SAAS)
The SAAS is proposed to act as a clearinghouse for suspicious activity reports. Reports from individual WSPs, Sports Controlling Bodies (SCBs), foreign National Platforms or other sources of suspicious wagering or betting related criminal activity would be submitted to Sport Integrity Australia who then assess, and if necessary, disseminate to all WSPs and the relevant SCB. The aim is to provide an early alert to WSPs and SCB’s to ensure they can implement appropriate strategies to remove or mitigate associated risk.

• Transactional data collection and collation
The Platform is proposed to enable the collection and collation of transactional betting data from licensed WSPs, gambling regulators and/or other platforms, as required by the relevant Commonwealth and jurisdictional legislation and licensing regimes. This Platform will facilitate either real-time or non-real-time data collection. The Platform will enable access by relevant stakeholders to conduct their own analysis and investigations into reports of suspicious activity.

• Data, analytics and intelligence capability
An analytics and intelligence capability is required to enable stakeholders to collate and analyse information and intelligence received from all relevant organisations, such as SCBs, WSPs, law enforcement and government to assist with the production and distribution of strategic and operational intelligence content. This may include, for example, intelligence reporting volume related to a gambling market or entity, and identification of relationships between various entities, record incidents and reports. The Platform will allow for the sharing of data, information, and intelligence between stakeholders relevant to the data, information, or intelligence.
