Tender Description
The Western Harbour Tunnel (WHT) and Warringah Freeway Upgrade (WFU) is a major transport infrastructure project to make it easier, faster and safer to get around Sydney. It involves the creation of a third crossing of Sydney Harbour connecting to the M4-M5 Link at Rozelle and the Warringah Freeway at Cammeray, creating a western bypass of the CBD. Once complete, the project is predicted to reduce traffic noise for more than 60 per cent of properties near our surface roads.
To minimise the impact of our project on local residents, Transport is delivering at-property noise treatment to eligible properties. Noise treatment refers to architectural acoustic measures, which aim to improve the sound resistance of properties, such as upgrading of windows, doors and seals, and in some instances mechanical ventilation.
Transport have developed a Noise Insulation Program, which outlines the criteria and process for delivering noise treatment to affected properties as part of the project.
The at-property noise treatment works will support the delivery of the project by starting ahead of the Main Works so eligible customers are treated as early as possible.
The noise treatment works incorporates sites that are part of both the WHT and WFU. The works area includes Annandale for WHT and the corridor from Kirribilli to Crows Nest for the WFU.
The Builder will be responsible for delivering acoustic treatment installations in line with tender requirements.
The Service Provider’s / Builders general obligations include but are not limited to:
- providing a skilled team, which will work collaboratively with SLR, Transport and key stakeholders to deliver compliant noise treatment works in line with agreed programme requirements
Shortlisted candidates will be required to interview with Transport prior to contract award.
To successfully participate in the tender process for the Project, organisations:

Without any obligation to do so, where the integrity of the tender process is not compromised, Transport may determine (in its absolute discretion) that it is appropriate to consider a late tender submission.
