Tender Description

PURPOSE:

A holistic purpose of this project is to reduce road fatalities and serious injuries on the road network through the adoption and implementation of the safe system principles in the planning, design, management and operation of the road network.

Guide to Road Design (GRD) is to:

• Provide a consistent, strategic framework;
• Drive best practice and efficiency in design,construction,operation and maintenance of the road network including optimising economic, road user safety and environmental outcomes;
• Encourage flexibility in design and promote “context-sensitive design”;
• Encourage innovation and engineering judgment practice;
• Help our engineers embrace accountability.

This project is to review jurisdiction practice of developing supplements for the Guide to Road Design and the vast repository of supplementary guidance information developed across Australia and New Zealand, and to identify: a) how the intents of GRD are met and b) how current supplements can be minimised and more efficiently managed.

SCOPE:

Jurisdictions often produce addition material to support information in Austroads Guide to Road Design. This information can take the form of Supplements to the Guide, Technical Notes, Road Design Notes and similar supporting material. For the purpose of the project, ‘supplements’ includes all supporting information produced by jurisdictions for the Austroads Guide to Road Design.

The scope of this project is to:

• Review jurisdiction practices regarding how and why supplements are produced and, when they are produced, whether information can/should be incorporated into either Guides or other Austroads platforms;
• Identify whether jurisdiction supplements provide relevant technical information or potentially serve other purposes as well such as reflecting a jurisdictional policy position on a matter;
• Attempt to achieve a common approach where information in supplements differs;
• Assess agreement and incorporation processes for relevant jurisdiction guidance to be transferred to the Guide to Road Design where appropriate;
• If necessary, and if jurisdiction supplementary information is managed in the Guide or another Austroads platform, recommend a change process for updating and managing the information; and
• Prepare text for Task Force endorsement and update the current Guide to Road Design (all parts) as required.

DELIVERABLES:

This project will produce the following deliverables:

• Project plan & detailed scope/deliverables – to be agreed with the project manager prior to commencing further project activities.
• Literature review – should involve an extensive review of current supplements and their jurisdiction-specific development.
• Stakeholder consultation – should involve targeted consultations.
• Assessment of key gaps/issues identified in AGRD in current supplements.
• Identification of common issues addressed in current supplements across jurisdictions.
• Development of options/solutions to be reviewed by working group and endorsed by the Task Force.
• Updated guidance and guidelines (where applicable).
• Recommended supplement development and information management process and platform.
• Reporting, including summary literature review and gap analysis findings, and a comprehensive final report.

• Instructions for Authors of Austroads Publications which sets out the writing and formatting standards for research, technical and internal reports.
