Container Refund Scheme - Advance Notice of Request for Expression of Interest
This notice is to provide advance notice to the market (including stakeholders) that the Department of Primary Industries, Parks, Water and Environment is proposing to conduct a Request for Expression of Interest (REOI) process seeking to identify suitably qualified and experienced organisations in relation to both the Network Operator services and the Scheme Coordinator services for the Container Refund Scheme.
The REOI will be advertised on the Tasmanian Government Tenders website. The REOI will be the first stage in a two-stage process, to be followed by a Request for Tender for each service role.
It is the Department's intention to approach the market once the Container Refund Scheme Bill 2021 is passed by both Houses of Parliament. At this stage it is intended to advertise the REOI in either Q2 or Q3 of 2021-22 (subject to internal approvals). It is expected that the REOI will be in the market for 25 consecutive days.
To ensure a fair process, the Department will not be responding to enquiries or correspondence about this REOI until after it is released to the market. The REOI process will provide prospective respondents with an opportunity to ask questions, and the REOI documents will include information regarding how questions may be asked, and will be responded to.
The purpose of this notice is to provide advance notice of the forthcoming procurement process and likely release timing, and to provide an opportunity for potential respondents to consider their capacity to develop a submission. This notice does not form part of a procurement process and is not an invitation to make submissions. Also, please note that registration is not required at this stage in order to participate in the forthcoming REOI process.
