This Tender is invited by the Issuer.
1. Department of Agriculture, Water and the Environment (DAWE), Information Services Division, Digital Enabling Services Branch, ICT Procurement Hub has identified that there is a gap in the ICT Contracts and Procurement section in relation to the management and administration of software licensing, procurement, true-ups and cloud services. ICT Procurement Hub is seeking to engage procurement specialists to assist in the ICT Contracts and Procurement section.
2. The Seller is required to provide procurement specialist personnel with the necessary skills, attributes and experience to be responsible for providing administrative and management support in delivery of a broad range of procurement and contracting functions for ICT procurements, in support of the work undertaken by ICT Procurement Hub. The Seller’s nominated candidates will also be required to provide a ‘knowledge transfer’ service component, drawing on skills and experience and sharing these with DAWE staff through mentoring to upskill and uplift the team.
3. The specified personnel shall work across the following aspects of commercial management, including but not limited to, procurement and contract management of the following streams:
a. Software procurement
b. Hardware procurement
c. Services procurement
d. Contractor procurement
4. The Specified Personnel shall work with the Customer to provide the following under a Capped Time and Materials engagement.
5. The Specified Personnel will be responsible for:
a. Facilitating ICT procurement including the task of retrieving quotes from vendors, approvals, facilitating the procurement, with particular emphasis on the Microsoft VSA5, DesktopOne licencing requirements, ServiceNow and other project related commercial enquiries.
b. Maintaining and facilitating renewal of ICT procurement by validating the renewal details to ensure the information is correct and valid.
c. Maintaining/developing Software Commercial Management Framework including policies, procedures, strategies, tools, work instructions and standards relating to software asset management.
d. Ensuring the completion and accuracy of reports and analysing software auditing and metering to ensure software resources are utilised to their full potential.
e. Identifying software, capture licence entitlement, ongoing compliance checks and reviews and remediate as appropriate.
f. Providing high level advice on future efficiencies to be gained through review of existing and potential internal and Whole-of-Government software arrangements and panels.
g. Assist in determining potential benefits to the department including significant savings through consolidating and co-terming license agreements; ensuring compliance and value for money.
h. Assist and develop risk mitigation strategies risks for the Division by reducing delays in procurement of services or licenses, reducing non-compliance and adverse vendor audit findings in the commercial space and increasing the ability to engage with our customers and clients.
i. Other ICT Contract Management administrative functions as required.
j. Specified Personal may also be utilised across all ICT procurement including but not limited to hardware, services and contractor engagements.
The specified personnel will:
a. Show commitment to continuous improvement, delivers on agreed outcomes and exercises sound judgement in all aspects of work.
b. Have excellent written and verbal communication skills.
c. Have ability to develop and maintain productive working relationships within the Department.
d. Demonstrated ability to conduct procurement across hardware, software and services.
e. Ability to train and mentor Departmental personnel in procurement processes and procedures.
Please note, flexible working arrangements are supported by the Department of Agriculture, Water and the Environment while COVID restrictions or staged return to workplace conditions are in place, but under normal circumstances this role is expected to be undertaken onsite in Canberra.
