This Tender is invited by the Issuer.
The objective is to source a supplier/ solution to assist with the development of the parameters and support the evaluation of the Innovation Fund’s procurement responses.
The Agency requests applicants to provide an evaluation plan for the procurements as well as a quote for this work. The evaluation plan should include criteria for both fairness and value for money, ongoing sustainability of solutions (i.e. no further reliance on Government funding), solution scalability and ability to integrate, as well as indicative steps in evaluating tenders. For example: evaluate compliance with mandatory criteria; clarify offers; evaluate qualitative/ non-cost criteria; shortlist offers; calculate value for money and compare offers; seek clarification from referees; select the top five preferred offers; apply due diligence; write an evaluation report; and provide the evaluation report to the Agency for review by the Independent Panel of Experts. This work would be expected to be completed within 2-3 weeks of the first two Innovation procurements closing.
