On 1 July 2019, VicRoads and Public Transport Victoria came together with Department of Transport (DoT) to create an integrated transport department. The new DoT’s vision is to meet the aspirations of Victorians for a transport system that is simple, connected, accessible, reliable, safe and supports a productive, growing economy.

The role of Head, Transport for Victoria (TfV) is to coordinate, provide, operate and maintain the public transport and the road system consistent with the DoT’s vision statement and transport system objectives described above.

The Victorian Government is the owner of the state’s $56 billion road network. Head, TfV manages the maintenance of Victoria’s road network through nine multi-year contracts across regional and metropolitan Victoria.

This Invitation

Head, TfV invites interested organisations that satisfy the eligibility criteria detailed below, to register for the Expression of Interest (EOI) for the Victoria Road Maintenance Contract (VRMC) for road, roadside and structural assets in the Barwon South West, Hume and Gippsland regions of Victoria.

Maintenance services for all three regions will be procured at the same time and Applicants are invited to submit an Invitation for EOI nominating their interest for one or more regions.

Eligibility Requirement – Head, TfV pre-qualification scheme

It is a mandatory requirement of the EOI for Applicants to be qualified under the Head, TfV pre-qualification scheme in the following categories and nominated levels. If an Applicant does not adequately address each of the EOI Mandatory Requirements, DoT may choose not to evaluate the EOI further.

Where two or more Applicants wish to submit an EOI under a joint venture or other consortium type arrangement, between them they must as a minimum hold all the nominated pre-qualification levels, including at least one Participant holding the required full financial level, at the time of submitting their EOI.
