The Coffs Harbour Bypass (CHB) project is a priority for the Australian and NSW governments as the Pacific Highway is a major contributor to Australia's economy. The bypass will be a key link in this vital piece of the nation's infrastructure, connecting Melbourne, Sydney and Brisbane.
It has a total length of 14 kilometres, which consists of a 12 kilometre bypass of Coffs Harbour from south of Englands Road intersection to Korora Hill in the north, and a two kilometre upgrade of the existing Pacific Motorway from Korora Hill north to Sapphire Beach.

Transport for NSW (TfNSW) are planning to release a tender for an Independent Certifier (IC) to support the CHB project in March 2022.
Prior to the release of this tender, TfNSW is gauging interest and seeking feedback from potential tenderers to provide comments to TfNSW on the Services and Contracting model for the engagement in advance of the upcoming procurement process.
TfNSW is planning to meet individually with selected interested parties in late January 2022 and via video link, run through a market sounding interview process to ascertain comments and interest.
To participate in the Market Sounding for the Project, organisations:
- Must be, in TfNSW’s opinion, a bona fide service provider or consortium who has the capabilities and experience to play a significant role in a consortium, or to act as a service provider in its own right, to deliver the IC services.
- Complete and submit the Confidentiality Deed Poll appended to this advertisement
TfNSW reserves the right to invite interested parties beyond the planned market interaction prior to the tender process being run in 2022.
