Request for proposal for Evaluation Procurement

⁠⁠⁠Central and Eastern Sydney PHN (CESPHN) invites eligible applicants to apply to evaluate two aspects of CESPHN's mental health service delivery. This includes the
1. Psychological Support Services (PSS) program and
2. Mental Health Intake and Triage Service.

The application should capture in Part C all the relevant financial components that are in scope for funding.

Summary
The Central and Eastern Sydney Primary Health Network (CESPHN) commission a Psychological Support Service (PSS) program and operate a Mental Health intake and triage service. We are seeking to engage a consultant to evaluate these two services completing the process with a final report delivered to and approved by CESPHN by Monday 28 February 2022.

The objectives of this evaluation are to determine, for:
PSS Program
> If the Pathways in and out of the program and current PSS commissioning model are effective
> Reach and equity of access to the PSS program across the CESPHN catchment area
> Extent to which the PSS program is meeting the needs of clients in terms of outcomes and experience
Cost effectiveness
> The referrer and provider experiences
CESPHN Mental Health Intake and Triage team
> Effectiveness and efficiency of the intake and triage model
> The referrer and provider experiences
> Factors supporting or hindering operational performance

The Central and Eastern Sydney catchment spans 667 square kilometres and includes Lord Howe Island and Norfolk. Our region stretches from Strathfield to Sutherland and as far east as Bondi, and our boundaries align with those of South Eastern Sydney Local Health District and Sydney Local Health District.
We are the second largest of the 31 primary health networks across Australia by population, with more than 1.6 million individuals residing in our region. The demographic profile of the region is characterised by cultural diversity and high population growth. More than one third (35%) of our region's population was born outside Australia, significantly higher than NSW as a whole (26%). By 2031, our region's population will reach more than 1.85 million, an increase of 28.1% or more than 400,000 individuals.

About the RFP
Central and Eastern Sydney PHN (CESPHN) are requesting proposals from consultants to evaluate two aspects of CESPHN's mental health service delivery. This includes
> A review of the PSS Program as per the objectives of the evaluation outlined in 1. Overview above and make recommendations for improvements.
> Review of the CESPHN Mental Health Intake and Triage service and include any recommendations for improvements or change including identifying potential pros and cons for commissioning the service versus providing an in-house service.
