Request for proposal – Child Mental Health & Wellbeing Program

⁠⁠⁠Overview

Central and Eastern Sydney PHN (CESPHN) invites proposals to implement a time-limited pilot of a child-focused outreach model for primary school-aged children (typically 5-11 years) and their families. The model will be delivered by a multidisciplinary team, including senior clinicians experienced in child mental health and wellbeing, providing co-located and outreach services across community, primary care and school-connected settings.

Purpose

The service aims to improve mental health, wellbeing and developmental outcomes for children and families through early, family-centred, trauma-informed care. It is intended to increase access to timely, culturally safe support, reduce service barriers, enable coordinated care, and deliver flexible, multidisciplinary responses to a range of needs, with a focus on children with emerging or moderate needs (IAR Levels of Care 2-4), including those currently outside eligibility thresholds for existing services.

Scope

The scope includes:

• Delivery of assessment, evidence-based intervention, consultation, shared care and service navigation for children aged 5-11 and their families
• Provision of services through a multidisciplinary team, including senior clinicians experienced in child mental health and wellbeing
• Delivery of co-located and outreach services across community, primary care and school-connected settings
• Strengthening integration and collaboration with general practice, education, community services and Local Health Districts
• Building primary care capacity to support children and families with emerging or moderate needs (IAR Levels of Care 2-4)

Funding

• Total funding available: $1,219,225 (excl GST)
• Funding period: FY 2026/27 to FY 2027/28

Eligible applicants are invited to apply for the Child Mental Health & Wellbeing Program. Applicants should read and familiarise themselves with the Request for Proposal (RFP) Application Guidelines (Part A) prior to completing the application form.

• The etender portal contains questions that require responses for the submission to be considered
• The application should capture, in Part C, all relevant financial components that are in scope for funding
• Only responses submitted via the online form in the etender portal will be considered for evaluation
• Applicants will not be able to upload a Word version of their submission
