Tender Description
As part of works at HD Graham and other surrounding areas over the recent years a stockpile of soil, rock, rubble and bricks has been built up behind Altona Sports Centre. The stockpile has been tested and classified as fill material with some Asbestos which will need to be removed. This tender involves the removal of the asbestos and other HAZMAT as identified by the consultant and then stockpiling the remaining material into specific piles, ready for the piles to be used in the landscape design for the future wetlands centre.
This stockpile contains rock and is fill material with traces of Asbestos, as the site was on old tip. HBCC are requesting quotations to undertake removal of Asbestos and to separate the remaining materials of rubble, concrete, brick and gravel into specific stockpiles as per attached mark up plan. Testing of the soil has been conducted by Jet Environmental and can be found attached. Jet will also undertake air monitoring and supervision of the HAZMAT removal. Jet will be engaged directly by HBCC outside this contract.
Following removal and separation of the stockpile the site will be used for the construction of the Wetland Centre and other future planning on the reserve.
The scope of services is in two parts.
Stage 1 works:
The first part of the scope of services is the removal of Asbestos traces.
The contractor is to provide all labour, machinery and materials to pick through the pile to remove and dispose of off site the asbestos and other HAZMAT. HBCC will engage a hygienist who will supervise the works and provide air monitoring. These works will be done under a provisional sum calculated on a schedule of rates.
Stage 2 works
Stage 2 involves mounding the remaining items into stockpiles, one for each which involves separating the remaining materials of rubble, concrete, brick and gravel into specific stockpiles. The Hygienist will not be present for this stage of works.
An estimated quantity of each item has been provided for this portion of works. The tenderer is to provide their cost per quantum for each item. If the actual amount varies from the estimated amount, then a variation will be applicable. The actual amount will be remeasured by the Superintendent using a combination of on site and aerial photography measurement.
At the completion of the project the contractor is to provide a clearance certificate.
