Western Power is a Western Australian State Government owned corporation which is responsible for building, maintaining and operating an electricity network which connects over 2.3 million customers to traditional and renewable energy sources.
The high-level Scope requirements:
Western Power is seeking registrations of interest from suitably qualified and experienced organisations, for the provision of meter replacement, connection services, and meter installation compliance testing services throughout its South West Interconnected Network (SWIN), extending from Kalbarri in the North, to Albany in the South and to Kalgoorlie in the East.
Meter replacement services, which includes meter exchange and meter panel exchange associated with overhead and underground connection arrangements, are planned volumes in accordance with Western Power’s metering works programs.
Connection services, which includes supply abolishment, meter exchange, meter panel exchange and minor installation repair, associated with various overhead and underground connection arrangements, are unplanned maintenance and retailer (customer) driven works.
Forecast volumes for meter replacement and connection services combined are 100,000 over a five-year term, with 90% of volumes in the Perth Metropolitan and the remaining 10% of volumes throughout the SWIN.
Meter installation compliance testing services, which includes the testing and inspection of meters and associated installation assets such as current transformers and voltage transformers, are planned volumes in accordance with Western Power’s compliance program. The scope of work requires a qualified electrical worker. Forecast volumes are 25,000 over a five-year term, with 90% of volumes in the Perth Metropolitan and the remaining 10% of volumes throughout the SWIN.

- a description of your organisation's experience and capabilities in completing similar services with respect to the above scope activities;
- a summary of qualifications, licences, accreditations, authorisations and certificates held by your organisation and its personnel, that are relevant to performing the scope activities; and
- whether your company has any existing or pending matters that could negatively impact on Western Power, your company or its ability to perform the services (including but not limited to litigation or prosecutions).
Capacity and Capability:
Please detail:
- your organisation's history, background and structure;
- the annual volume capacity that your organisation has for undertaking the above services;
- demonstrate ability to mobilise and capacity to deliver the forecast volumes, including the use of any subcontractors;
- an outline of your capability and approach to perform the scope activities; and
- how additional resources are sourced when it is required.

- number of Lost Time Injuries (LTIs) - a work related injury that resulted in a loss of one or more complete work days/shifts in the last 12 months for your organisation.
- number of Total Recordable Injuries (TRIs) - a combination of lost time injuries, medical treatment injuries and restricted work injuries that make up your reportable TRIFR calculation.
- total hours worked for the last 12 months.
- whether your company is ISO accredited for quality and/or safety systems, procedures and processes.
