The Organisation
Western Power is a Western Australian State Government owned corporation responsible for building, maintaining and operating an electricity network that connects our 2.3 million customers to traditional and renewable energy sources, delivering an essential service to our community.
The high-level Scope Requirements:
Western Power is seeking registrations of interest from suitably qualified and experienced organisations, for the supply, testing and delivery of streetlight luminaires, lamps, glare shields and photo electric (PE) cells for use on Western Power’s network of 275,000 streetlights that it currently maintains for local councils/shires and other customers.
Technical requirements
Western Power requires the Light-Emitting Diode (LED) luminaire types in table 1, which will replace existing High Intensity Discharge (HID) luminaires and be used for new installations.
Key technical requirements for the LED Luminaires include:
- 3,000K colour temperature Class II certified;
- option to purchase 2,500k and 4,000k colour temperature Class II certified LED luminaires;
- 5mm cable of various lengths attached through cable glands to the luminaire body;
- minimum IP rating of IP65 is favoured;
- photometric data;
- NEMA 7-pin sockets;
- DALI capable drivers;
- basic on/off PE cells;
- LED replacement lamps for HID lamps;
- side entry sockets, except for L2 type; and
- the ability to control front, back or both front & back glare as part of their shielding options.
ROI Response Requirements:
To be considered, please respond with the following information (limiting your response to 5 pages):
- details on the goods your organisation offers and how they can contribute to satisfying the scope requirements;
- examples on where and how your goods have been used to satisfy the scope requirements;
- how your goods align to smart city initiatives;
- reference details for at least three customers, including description of the engagement, value of the contract, company name, and contact email/phone number;
- the location of your organisation’s manufacturing facility for the goods;
- the lead times that would apply should samples be requested; and
- your organisation’s safety record (including any subcontractors working for you), consisting of:
1. whether your organisation, including parent and subsidiary entities, have been fatality free for the last five years?
2. the Total Recordable Injury Frequency Rate (TRIFR) for the last 12 months:
- the number of Lost Time Injuries (LTIs) - a work related injury that resulted in a loss of one or more complete work days/shifts in the last 12 months for your organisation;
- the number of Total Recordable Injuries (TRIs) - a combination of lost time injuries, medical treatment injuries and restricted work injuries that make up your reportable TRIFR calculation; and
- the total hours worked for the last 12 months.
