Background:

IHPA was established in December 2011 by the National Health Reform Act 2011 (the NHR Act). IHPA is an independent statutory authority whose primary role is to determine a national efficient price for public hospital services.

IHPA develops and reviews national health and hospital classification systems to be used to classify activity in public hospitals for the purposes of Activity Based Funding.

The SCWG was established to develop a work program on approaches to the classification and costing of subacute and non-acute care activities undertaken within public hospitals.

The group will focus on providing advice on:

The development and refinement of the national classification system to be used to classify subacute and non-acute care activity in public hospitals for activity-based funding (ABF) purposes
The determination of the data requirements, collection and coding standards for subacute and non-acute care services required from states and territories for ABF purposes
The pricing of subacute and non-acute care in engagement with IHPA’s Technical Advisory Committee (TAC)
The RACP currently has a number of other representatives on this group from other medical fields: Rehabilitation, Geriatrics and Paediatrics.

The SCWG is seeking the following RACP representation:

Two (2) palliative care specialists
Term and commitment:

Next meeting date: Thursday 28 October 2021. Location: via videoconference
Term of appointment: 3 year appointment (this is a College imposed term aligned to the standard term as outlined on the RACP Governance of College Bodies By-Law. Representative’s terms will be reviewed at the end of three years and considered against the SCWG’s progress and ongoing workplan)
Meetings occur usually once every 4 months, as required by IHPA
Please note that this is a self-funded appointment, with meetings to be held via video conference
This is an already established working group
