Duration: 2.5 years with potential to extend for a further 2 years
Location: Samoa (if non-resident when COVID travel restrictions allow)
Position Reports to: Pacer Plus Implementation Unit Head

ROLE PURPOSE AND EXPECTED OUTCOME
The Development & Design Adviser (D&DA) will provide technical advice and support in delivery of the Development and Economic Cooperation Work Programme portfolio of activities for the PPIU. This will include providing advice and guidance across the aid activity life cycle, including activity identification and design, implementation, performance monitoring, evaluation and learning, and risk management.

The D&DA will be responsible for overseeing Short-Term Advisers (STA) and Trade-Related Technical Assistance (TRTA), and mentoring secondees from PACER Plus countries. A key component of the role will be to manage their technical input into activity concepts and designs ensuring that they meet international development effectiveness principles, aid quality requirements, and value for money. The D&DA will provide close strategic oversight of activity identification, design, and implementation; and provide overall quality assurance of inputs. The D&DA will build quality relationships and networks, and lead key stakeholder engagements (with internal and external stakeholders), including partner governments. The D&DA will contribute to the PPIU’s annual planning and reporting requirements and will require significant activity budget and financial management skills.
This role will work closely with the Operations and Secretariat Manager and Trade and Investment Adviser.

PRIMARY DUTIES
• Provide robust, evidence-based, accurate and timely technical advice on the development of the DEC Work Programme activities, and related policies and practices.
• With support from the Contracted Services Provider (CSP), customise existing activity identification, design and approval processes, systems, and templates to ensure they are fit for purpose and meet aid quality requirements.
• Oversee STA/TRTA to develop activity proposals and designs, ensuring that all activity designs comply with international development effectiveness principles, aid quality standards, monitoring and evaluation standards, procurement standards, and risk management approaches.
• Provide rigorous attention to detail in the development and monitoring of activity budgets and financial reporting, in line with sound value for money and accountability principles.
• Ensure that agreed cross-cutting issues (such as gender equality and women’s economic empowerment, environment and disability) are considered in activity design and implementation.
• Oversee activity implementation, including risk management, financial management, monitoring and reporting, and quality assurance of deliverables, across the DEC Work Programme portfolio of activities.
• Present activity proposals and designs, and provide updates on the annual work plan, to the Joint Committee, the Budget Committee and other technical committees, as required.
• Build and foster relationships and networks across a range of national and Pacific regional stakeholders, including governments, industry and business groups, non-government organisations, development partners, and key regional and multilateral stakeholders.
• Mentor and provide guidance to Pacific secondees to the PPIU.
• Contribute to other aspects of PPIU management and secretariat support, including annual plans and reports, performance reporting, and Joint Committee meeting papers and briefings.
• Ensure implementation of responsibilities in accordance with PPIU policies and procedures (i.e. Code of Conduct, Fraud/Anti-Corruption, Confidentiality, Child Protection, Health and Safety) and others as specified in the PPIU Operations Manual.
• Other tasks as may be required relating to the implementation and management of PACER Plus activities.
