Homes Victoria is intending to release a Request for Tender or Request for Proposal in August 2021 for the construction of new social and affordable dwellings located in Collingwood as part of the Big Housing Build, to provide more homes for individuals and families in need. The project will include the construction of approximately 135 to 155 new dwellings, compliant with BADS, in a multi-residential, medium to high rise development on existing land owned by the Director of Housing.

This will be a two-stage tender process with Expressions of Interest called from pre-qualified contractors on the Construction Supply Register in the first stage and short-listed respondents then invited to respond to a Request for Tender in the second stage.

Contract award is expected in late 2021/early 2022.

The Government’s Local Jobs First policy and Social Procurement Framework apply to this procurement. Tender participants will need to complete a Local Industry Development Plan (LIDP) as part of Local Jobs First requirements. The Major Project Skills Guarantee (MPSG) and Apprenticeships Victoria requirements also apply to this procurement. These commitments will need to be included within the LIDP.

Homes Victoria intends to hold Industry Briefing(s) for interested Tenderers. With the current COVID‐19 pandemic and in line with government directive and advice from Victoria’s Chief Health Officer, the Industry Briefing(s) may be subject to deferral or presented as virtual briefing(s).
