Tender Description

⁠⁠⁠Fraser Coast Council is seeking fee proposals from suitably qualified professional consulting service providers to develop a Matters of Local Environmental Significance (MLES) methodology, mapping and planning scheme provisions for the Fraser Coast Planning Scheme.

 
The deliverables required from the successful consultant include:
 
1. Stakeholder Workshops
 
An essential deliverable for this project is stakeholder engagement. All deliverables must be developed in collaboration with Councillors and key council officers, industry, and community stakeholders. Multiple workshops will be required to foster a comprehensive understanding of
the issues and options for each deliverable. In collaboration with Councils Project Manager, the consultant will be required to deliver a plan for the engagement process and select the tools that best help stakeholders arrive at consensus on key deliverables. The consultant will be required to facilitate workshops in an interactive and innovative manner to ensure that there is effective participation, mutual understanding and participants take shared responsibility for the outcomes. It is envisaged that a panel of local subject matter experts will be set up to workshop and test the deliverables.
 
2. Develop MLES methodology
 
Develop a methodology for identifying and mapping MLES for the Fraser Coast Region that is robust, practical and defendable. The methodology will utilise existing Council datasets as listed in section 5 below. If necessary, make recommendations on additional data required to deliver the preferred methodology. The methodology must be consistent with the State Planning Policy and guidance materials. Consideration should be given to whether pre-clear mapping, created as part of the RE Vegetation mapping project, could be used to identify land that may be degraded but has the potential to form part of a future rehabilitation area/ corridor. Consideration should also be given to the role of a vegetation offset framework in the MLES methodology.
 
3. MLES Mapping
 
Produce mapping outputs of MLES for the region suitable for the inclusion in the Planning Scheme. Spatial data to be supplied in MapInfo (.TAB) or Shapefile (.SHP) format with the MapInfo Workspace (.WOR) provided. It should also be in GDA2020 / MGA Zone 56 coordinate reference systems. All supplied spatial layers must also include attribute data and a guide for styling. It is essential that Metadata accompanies each spatial layer and includes the methodology on how the layer was created and what data was used to create the layer where applicable (provided metadata should conform to the ANZLIC metadata profile).
 
4. Draft planning scheme provisions
 
Drafting principles and policy direction on the protection of matters of environmental significance (Federal, State and Local) will need to be developed through stakeholder workshops.
 
Review of the entire planning scheme will be required to resolve any conflicts across the assessment benchmarks and the Strategic Framework. Examples of elements of the planning scheme will require revision/ drafting include:
 
• Revise the Strategic Framework elements related to matters of environmental significance.
• Revise the Biodiversity areas, waterways and wetlands code.
• Draft a planning scheme policy to explain and reinforce the MLES methodology and intent.
• Draft a vegetation offsets policy which supports a simple, practical and transparent mechanism for offset planting where vegetation clearing cannot be avoided.
• Administrative definitions including “exempt vegetation clearing” and “local species of significance” and “ecologically important area”.
 
Proposed amendments must ensure the Planning Scheme appropriately integrates State interests.
 
The written deliverables must be provided in Microsoft Word format.
