This Tender is invited by the Issuer.
DISER is seeking to undertake discovery and design work to understand their business requirements, define the technical solution design and develop a phased implementation approach for the development of an online Energy Management System Tool.
The Vendor will work in collaboration with the project team to:
• Set up governance framework, including project templates, roles and responsibilities
• Develop User Personas and User Journeys
• Identify and prioritise business requirements to determine the minimal viable product (MVP) and a prioritised feature list in alignment with future needs and strategic objectives
• Engage with key stakeholders to understand their requirements, ensuring that a best-practice user centred design approach is undertaken
• Develop clear documentation, including a solution design and plan for phased implementation
• Any proposed technologies would align to the department’s existing technology stack, cyber security requirements and technology roadmap, working closely with the department’s Enterprise Architects for guidance.
