Tender Description

Western Water is seeking a Principal Contractor to undertake the construction of approximately 975 m of nominal DN750 & DN1100 GRP gravity sewer from the intersection of Brook and Powlett Streets in Sunbury south through to the Sunbury Recycled Water Plant (RWP). The alignment is adjacent to and in relatively close proximity to the existing DN750 VC Sunbury Outfall Sewer.

The procurement model will be a construction contract utilising AS/NZS 2124-1992 (subject to amendments). Two separable portions will be involved:

Separable Portion A:

  • Approximately 23 m of nominal DN750 GRP sewer across Brook and Powlett Streets.
  • Approximately 363 m of nominal DN1100 GRP sewer through crown land and private land.
  • Approximately 60 m in length of embankment stabilisation and landscaping works along Jacksons Creek.
  • Interfacing with existing sewerage assets upstream and downstream.

Separable Portion B:

  • Approximately 589 m of nominal DN1100 GRP gravity sewer through private land, road reserve and land within the Sunbury RWP.
  • Interfacing with existing sewerage assets upstream and downstream, including to an existing manhole within the Sunbury RWP.

Between Separable Portions A & B is an existing tunnel section through a hill approximately 305 m in length which does not need to be augmented as part of these works.

Both separable portions are within Conservation 21 (including Growling Grass Frog Habitat for Separable Portion A), subject to the conditions of a Construction Environmental Management Plan (CEMP) and Cultural Heritage Management Plan (CHMP) and will need to be undertaken in accordance with any COVID-19 restrictions that may prevail at the time of the works. The separable portions will include the provision of all materials (except pipe), equipment and labour necessary to undertake the works including the disposal of excess spoil and bypass pumping.

The GRP pipe and fittings required for the works will be Principal Issued.

The separable portions may be awarded jointly to a single contractor or separately to two different contractors.

The procurement process will be via a public tender process.

Prospective tenderers will need to satisfy the Ministerial Directions for Public Construction Procurement criteria in regard to Occupation Health and Safety Management and Industrial Relations Management. The Local Jobs First policy will also apply to this procurement.
