Tender Description
Fire Rescue Victoria (FRV) is a modern fire and rescue service that meets the needs of twenty-first century Victoria.
The new organisation was established on 1 July 2020 as part of Victoria’s Fire Services Reforms.
The Fire Rescue Victoria Act 1958 is available on the Victorian Parliament’s Legislation and Bills website.
We serve and protect communities across Melbourne and Victoria’s major regional centres.
There are 85 FRV stations located across the state. Our firefighters operate 47 fire stations in metropolitan Melbourne and 38 regional stations, most of which are co-located with CFA volunteer brigades.
We respond to fires, complex rescues, road crashes, emergency medical calls and hazardous chemical spills.
Our people are highly trained and ready to respond to emergencies across Victoria, Australia, and the world.
We work as one in the emergency services sector.
FRV proudly works with the Country Fire Authority (CFA), which is a community-based volunteer fire service.
Volunteers are vital to Victoria’s strong fire and rescue service capability. The safety of our community and our firefighters relies on us working together.
Purpose/Outcome
The core purpose of the Fire Rescue Victoria (FRV) is to deliver excellent fire and rescue services to the Metropolitan Fire District (MFD) and wider Victorian community through its Operational Preparedness, State Capability, Community Resilience and Operational Response functions. Operational Response function is therefore responsible for delivering an emergency response within MFD and greater Victoria.
At present, Operational teams depend on various fragmented solutions to monitor, respond and manage the operational services. Developed over 15 - 20 years ago, these solutions have not been extended to meet expanding operational needs as well as benefiting from the modern capabilities and technologies. As a result, the solutions are falling short of achieving the MFB’s current needs as well as its strategic goals.
There are a number of problems as a result of the current state;
Lack of confidence in data, due to information overload, unknown data sources and latencies;
Inability to input real time information including multiple media types
Duplicate investment in IT systems to provide situational awareness
The aim this Tender is to replace the existing Firecom and other identified operational applications that operate in silos to create an enterprise Fire Rescue Portal. This will provide Operations, as well as the rest of the organisation, with a system to support an efficient and effective Operational Response System.
