This Tender is invited by the Issuer.
The Australian Criminal Intelligence Commission (ACIC) is Australia’s national criminal intelligence agency. We advise senior decision makers on serious and organised crime impacting Australia. We are a full member of the National Intelligence Community, a Department of Home Affairs portfolio agency, and a member of the Five Eyes Law Enforcement Group.
The Business Change Manager role develops and implements benefits management approaches to ensure successful transition of people from current to future state in order to achieve business outcomes.
The position supports project managers and their teams in the ACIC Intelligence and Corporate Business Hub to plan and manage business change activities across a number of technology-based projects.
The position also works collaboratively with the ACIC PMO to assist the National Manager Business Services, the Chief Operating Officer and other ACIC executives, to have effective oversight of strategic investment initiatives that allow the ACIC to deliver a range of products and services to its partner agencies and stakeholders.
The role requires the ability to:
• Develop holistic change management plans to ensure the best outcomes for relevant stakeholders
• Apply a comprehensive knowledge of principles, practices and theories as they relate to effective project and change management, with particular regard to PRINCE2 and PROSCI methodologies, together with the ability to apply these within ACIC.
• Create actionable deliverables for the five change management levers: communications plan, sponsor roadmap, coaching plan, training plan, resistance management plan.
• Develop benefits management strategy and plans, lead and manage their implementation and evaluation against business roadmaps.
• Identify and build strong relationships with benefits owners to ensure that benefits are agreed and their realisation is monitored through progress against milestones.
• Provide analytical support and reporting on actual realised benefits against targets.
As part of this role the successful candidate will be required to provide the following deliverables in accordance with ACIC policies and standards:
• Explore potential impacts on end users and identify key stakeholders to develop customised and scaled change management approaches for each project.
• Develop and implement transition plans to achieve successful adoption and behavioural shift. This includes working with project teams and business hubs to execute agreed activities such as:
o change impact assessments
o business readiness assessments
o communications for the projects
o stakeholder management
o benefits management and tracking
o learning and development including user training
o change management coaching and capability building
o user engagement and participation
o implementation of the future system
o ‘go-live’ support models
• Develop and deliver change management artefacts, including clear definitions of roles and responsibilities, that will assist stakeholders to subsequently develop their own change management plans for project outputs.
• Measure and track adoption and present findings to Project Boards and advisory groups.
Security Requirement:
You must, in supplying deliverables, comply with, and ensure your personnel to:
(a) Hold or have the ability to obtain and maintain an Australian Government security clearance to the minimum of Negative Vetting Level 1. The cost of obtaining each security clearance and other related costs including the cost for revalidating the security clearance will be borne by the Seller. The Seller must ensure that its Specified Personnel promptly provide to the Buyer relevant details to assist with the security clearance process, and the Seller must notify the Buyer promptly in writing of any change in circumstances which is likely to affect the Buyer’s assessment of the Specified Personnel’s entitlement to hold a security clearance.
(b) Undergo a Police Check at the ACIC’s request. This Check must be complete prior to the Services Start Date.
(c) As directed by the ACIC, complete a Deed of Confidentiality or Non-Disclosure Agreement prior to commencement or comply with processes required to engage the Specified Personnel under section 48 of the Australian Crime Commission Act (2002).
(d) Comply with all ACIC Policies which are available on request, and through the ACIC’s intranet site. This may include policies which relate to drug and alcohol testing.
(e) Comply with Legislative Requirements, particularly the Crimes Act 1914 (Cth), the Racial Discrimination Act 1975 (Cth), the Sex Discrimination Act 1984 (Cth), the Disability Discrimination Act 1992 (Cth) and the Workplace Gender Equality Act 2012 (Cth) (the Gender Equality Act).
(f) Undertake and pass a pre-employment screening process if required by the Department.
(g) Undertake an ACIC induction program upon commencement at the ACIC if required.
(h) Undergo ACIC’s training prior to commencing work if required:
o Work, Health and Safety training; and
o Security Awareness training
(i) Complete the work on the ACIC’s Premises, or as otherwise directed by the ACIC.
(j) Comply with any applicable State or Territory labour hire licensing laws.
You must ensure that your personnel uphold the values and behave in a manner that is consistent with the Australian Public Service Values and the APS Code of Conduct, as applicable to their work in connection with this Contract. The APS Values and Code of Conduct are contained in Part 3 of the Public Service Act 1999 (Cth).
