Tender Description
The City of Cockburn (the Principal) is one of the major coastal Local Governments found in the State of Western Australia, with the Administration Centre situated just 22km south of Perth CBD.
It is renowned for its historical and tourism features, along with its agriculture and ship building industries.
The Principal is very much a developing Local Government, with an area of 148 square kilometres; it has a good mixture of rural, commercial/industrial and residential properties, parks/reserves, wetlands, coastal and bush/natural areas.
The Principal has over 40 buildings within the City consisting of community centres; City facilitated buildings and leased premises. The buildings have variance levels of access control, security systems and Closed Circuit Television (CCTV) to secure the premises.
The Principal sees community inefficacies in the process of booking these buildings and loaning keys / swipe cards to ad-hoc user groups, compounding the need to upgrade an aging access control system.
The principal is seeking to integrate nominated building’s access control and CCTV to the City’s new booking management system (Optimo), therefore, increasing the community’s ability to hire buildings and the overall security of these facilities.
Safety and security is continually rated high by residents in yearly community surveys. In part due to the high community need for safety and security, the Principal has operated a rapidly expanding CCTV network since 2011.
The City has over 700 CCTV cameras, that includes various cameras brands and specifications over the life of assets at various fixed and mobile locations. The City uses Milestone Xprotect VMS to operate and manage the CCTV system and includes Dahua NVRs for remote backup storage of CCTV footage. The City also uses body worn cameras (BWC) as a safety protection measures for staff safety in the community. Annexure 1 provides a high-level overview of the existing system the Principal operates.
The work involves six (6) separate Works Packages as follows:
- Work Package 1: Installation and commissioning of Access Control System, Audio and CCTV Systems;
- Work Package 2: Design, Supply and Commission Wireless Communication Links;
- Work Package 3: Installation, testing and commissioning of Electrical works;
- Work Package 4: Supply, configure and commission Cyber Security hardware;
- Work Package 5: Integration of Access Control, Artificial Intelligence and CCTV integration; and
- Work Package 6: Supply Recording Server Hardware.
The Contract (Work Packages 1 to 6) may be awarded to a sole or multiple tenderer(s) on the basis of quality and value-for-money considerations.
Respondents are invited to submit a Tender for either one, multiple or all Work Packages’ as they deem fit according to their capabilities.
The Principal has attached a proposed project roll-out plan (Annexure 2) this is indicative only and may be adjusted to meet the Principal’s requirements. A Detail Design (Annexure 3) and Bill of Materials (Annexure 4) are also provided, as volumes, to assist the tenderer form their submission(s).
All services shall be executed to the satisfaction of the Principal in accordance with the Contract, this Specification, and the Contracted Schedule of Rates, along with any work instruction issued by the Principal.

TENDER BRIEFING – NON-MANDATORY
The City will be conducting the following project briefing (for all Work Packages), attendance at this meeting is not mandatory.
Thursday 17 June 2021 from 2pm to 4pm (AWST)

The briefing will provide Tenderers with the opportunity to clarify any uncertainties with the Principal prior to the closing of the Tender.
