Seeking: A consultant with knowledge and experience of qualitative and quantitative data collection and analysis and excellent organisational skills.
The principal objectives of the Project are:
a. Analyse and record in the form of a detailed case study the extent and nature of impact and institutionalisation of the support received to date by the MfR/MoF from the SGSP, as represented by the cluster of projects set out in paragraph 3 of the TOR.
b. Assist with institutionalisation of recommendations made by the ‘taxation and investment’ cluster of projects, as set out in the final reports of cluster projects and in policy briefs; and
c. Identify and justify needs for further support.
Length of assignment and forms of support:
The work will be carried out by two consultants. The length of the assignment will be 25 days for the lead consultant and 15 days for the Samoa-based consultant. The work will be carried out over a period to be determined in the light of the inception report.
Under the direction of the lead consultant (based overseas), the consultant will:
- Assist with the production of the project’s outputs, as set out in the TOR.
- Assist with data collection and data collation.
- Prepare presentations and formal letters of request.
- Attend meetings, and liaise, with stakeholders.
