Tender Description

The Melton Resource Recovery Precinct is located along Tree Leaf Lane off Ferris Rd, Cobblebank. The facility is a vital component of City of Melton’s waste management and resource recovery services and infrastructure for the regions residents and businesses’ alike.

 
In 2017, Council commissioned an independent review of the facility, which looked at the current performance of the facility and identified areas/opportunities for improvement across site function, costs, contractual obligations and infrastructure. The report outlined a list of recommendations for Council to consider within the short to long term operation of the facility.
 
The short term recommendations (stage 1) were delivered in 2019 and saw the delivery of:
 
- installation of a new gatehouse and weighbridge including access road;
 
- construction of a new street sweeper shed; and
 
- construction of C&D waste material drop off bays
 
The long term recommendations (stage 2 - this EOI) aim to improve the material handling process of the facility to promote further resource recovery and diversion from landfill and include the following:
 
- Final design and construction of an undercover shed and loading tunnel for residual waste disposal (RWS) and collection (including demolition of the current sawtooth and free drop off site).
 
- Final design and construction of a new undercover Front End Resource Recovery Centre and Resale shop (FERR), (including demolition of the old gate house structure). Current resale shop to remain untouched.
