The River Murray in South Australia Constraints Measures Project aims to remove the operational and physical constraints to the delivery of high flows for the River Murray. High flows are critical for the health of the floodplains, the end of system Lower Lakes, Coorong and Murray Mouth and serve to export salt out of the River Murray.
Physical constraints to the delivery of high flows in SA include low lying land and infrastructure that may be impacted by these flows.
Physical constraints also include blockages, such as raised roads that prevent water from reaching areas of the floodplain in both high and low flow periods.
Planning undertaken by the SA Constraints Measures Project Team in 2019-2021 has quantified, to varying degrees of accuracy, the land and infrastructure impacted by high flows up to 80,000megalitres per day (ML/day) (hereinafter referred to as high flows).
This specification describes the services being sought from engineering estimator and design suppliers to establish cost estimates, designs and implementation schedules for capital upgrades to land and infrastructure that will mitigate the impacts of flows up to 80,000 ML/day.
By mitigating the impacts of high flows greater opportunities to augment high flows will be facilitated knowing that risk have been adequately managed.
