Tender Description

⁠⁠⁠ABOUT THE COUNCIL:

BACKGROUND:
Northern Beaches Council has been issued with a Development Control Order (EPA2019/0367) to replace the aluminium composite panel located at the PCYC building on the Kingsway in Dee Why as it no longer meets the minimum acceptable standard under the BCA.
The building is an architecturally designed structure which comprises complex folded roof edge pieces with a horizontal soffit and interfacing with curved standing seem roof termination flashing. The design results in a theoretically slightly curved appearance to the panels. As such, cuts will be required to the rear of the panels to facilitate this curved appearance. No shop drawings were ever produced during construction due to the bespoke nature of the panels, a production strategy is included within attachment 1.1 of the architectural scoping document.

WORKS REQUIRED:
The scope of works includes:
- Undertake the necessary 3D scan / survey and check measurements to confirm the measurements required to undertake the works.
- Allow for the provision of structural design and certification of the replacement of the panels. Coordinate with the structural engineer and Registered Building Surveyor during all phases of the design and construction period Obtain a works finalisation letter with supporting certificates by a Registered Building Surveyor (unrestricted) confirming achievement of Specification C1.10 or Performance Requirement CP2 of the BCA.
- Establishment and disestablishment of site compound for site fabrication and protective hoardings including type be hoardings across the entrance of the PCYC car park to allow vehicle and pedestrian entry. Include for provision of hoarding along pedestrian path up to the roundabout.
- Access equipment (knuckle boom or scaffolding as required -to be determined by the tenderer as part of their tender submission) to facilitate removal and reinstatement of aluminium composite panel.
- Review the attached fire engineering specification and architectural specification for details as to how the panels have been fixed to the structure.
- For the purposes of tendering, provision for the supply of 2500 x 1270mm solid core aluminium sheeting with powdercoat finish. Thickness of panels to be used are detailed below:
- North Elevation-2mm thick
- South Elevation-2mm thick
- East Elevation-3mm thick
- West Elevation-3mm thick
-Carefully remove panels individually and adjust supplied panels dimensions to match the existing layout and dimensions. Note due to the curved geometry of the panels, scores will need to be edged into the rear of the panels to facilitate this aesthetic. Utilise the existing panels to determine where to score panels.
-It is understood from the Asbuilt documentation that the panels are fixed to purlins mounted to the building structure. Replace the damaged purlins following removal of the panels if required.
-Fabricate the panels in accordance with the architectural scoping document and construction strategy within the RFT documentation pack.
-Reinstate the new panels in accordance with the architectural documentation pack methodology and your proposed methodology in the submission. Include for replacement of fixing brackets as required to securely mount the new panels to the structural frame.
Refer to the ACP Replacement Information report prepared by FJMT Studio for more details as to the suggested methodology, specification and material for the works. The contractor shall make themselves satisfied that all panels are allowed for within their submission.

SITE BRIEFING:
A Site briefing will be held on 22 March 2021 at the PCYC Building at 40 The Kingsway, Dee Why at 10.00am (public parking is available underneath the building). Tenderers should ensure they review the quote documents and understand the scope of work before attending the briefing.
