THE ORGANISATION

Western Power is a Western Australian State Government owned corporation which is responsible for building, maintaining and operating an electricity network which connects over 1.1 million customers to traditional and renewable energy sources.

THE SCOPE

Western Power is seeking registrations of interest from suitably qualified and experienced companies capable of supplying and delivering 24 kV – 362 kV Outdoor Circuit Breakers complete with steel support structures and accessories as specified with SF6 gas for initial filling where applicable for use on Western Power’s Medium Voltage and High Voltage networks.

STATEMENT OF REQUIREMENT

The Circuit Breakers shall either be:

• Live Tank of Dead Tank and/or disconnecting, fully type tested and with a minimal foot-print.
• Vacuum, SF6 Gas or dry air with minimal maintenance requirements;
• Proven service record for at least 5 years; and
• Able to provide certified copies of design and type test certificates as required, with the testing authority to be National Australian Testing Authority (NATA) or equivalent international agency.

Western Power is interested in identifying suppliers that can demonstrate capability by responding to the below questions:

1. Which of the following Circuit Breakers does your organisation design, manufacture and deliver with a minimum service life of 50 years?

• Item 1: 24kV, 25kA/3s, 630A
• Item 2: 36kV, 25kA/3s, 1250A
• Item 3: 72.5kV, 25kA/3s, 1250A
• Item 4: 145kV, up to 50kA/1s, up to 3150A
• Item 5: 245kV, 50kA/1s, 2500A
• Item 6: 362kV, 50kA/1s, 3150A

2. Is your organisation the OEM or the Agent/Distributor of an OEM of Circuit Breakers?
3. Please provide a list of your current clients in Australia and internationally?
4. Please advise the location of your manufacturing facilities both in Australia and Overseas.
5. Please advise the location and range of services of your Australian based technical support and service centres?
6. Please provide examples of recent projects & value in the last five years.
7. Does your organisation offer Live Tank or Dead Tank disconnecting and full type testing of Circuit Breakers?
8. Does your organisation offer Vacuum, SF6 Gas or dry air-filled Circuit Breakers?
9. Does your organisation have an endorsed manufacturing facility with independent external accreditation confirming compliance with ISO9001?
10.Is your organisation able to provide copies of type test certificates from an internationally accredited testing authority as required?
11. Does your organisation have a budget for circuit breaker R&D?
12. Please demonstrate how your organisation integrates and customises customer requirements into your product design.
13. Is your organisation, including parent and subsidiary entities, fatality free for the last five years?
14. What is your rolling 12-month Total Recordable Injury Frequency Rate (TRIFR)?
15. Does your organisation have an established SHE management system which is aligned to AS/NZS 4801, OHSAS 18001 and AS/NZS 14001, or the equivalent international standard?
16. Please demonstrate how your organisation promotes an inclusive work environment, with particular attention to gender equality and the inclusion of Aboriginal & Torres Strait Islander people?
17. Please demonstrate that your organisation has strategies in place to ensure pay equity - ensuring equal pay for work of equal or comparable value across your workforce?
18. Please demonstrate how your organisation promotes equitable opportunities for capable local industry suppliers to participate in procurement activities?

Following registration and evaluation of the initial ROI responses shortlisted vendors will be considered for inclusion in the Request for Proposal (RFP) event.
