Tender Description
Hume City Council (HCC) is seeking responses to this Request for Quotation (RFQ) from a suitably qualified registered valuer (the Consultant) for a three year contact to value land parcels across six Development Contributions Plans (DCPs) and Precinct Structure Plans (PSPs) in the municipality.
The three year contract will require annual DCP land valuations to be conducted between April and July in 2021, 2022 and 2023.
The work will meet these requirements:
- Enable HCC to update the Development Infrastructure Levy of the DCP to charge development from 1 July 2021 to 1 July 2023
- Enable HCC to administer the passive open space equalisation process of the PSPs in accordance with Clause 53.01 of the Hume Planning Scheme by using property valuations that are current from 1 July 2021 to 1 July 2023.
The valuations will be for the following DCPs/PSPs:
- Craigieburn [R2]
- Greenvale West [R3]
- Merrifield West
- Lockerbie
- Greenvale Central
- Craigieburn North Employment.
Each DCP requires HCC to maintain a current schedule of development levies by updating land valuations and construction costs of infrastructure items on an annual basis. Figure 1 attached shows the locations of these growth areas.
