ResetLife: Intensive Outpatient AOD Treatment for Adults - City of Casey

⁠⁠⁠Primary Health Networks (PHNs) were established with the key objectives of increasing the efficiency and effectiveness of medical services for patients, particularly those at risk of poor health outcomes, and improving coordination of care to ensure patients receive the right care in the right place at the right time.

The South Eastern Melbourne PHN catchment encompasses an area comprising 1.4 million people and stretches from St Kilda to Sorrento and as far east as Bunyip, including the major population hubs of Monash, Dandenong, Moorabbin, Caulfield, Cranbourne, Frankston and Pakenham.

From 1 July, 2016 PHNs adopted a commissioning approach to procuring medical and health care services which is based on an assessment of the health and wellbeing needs of the community. This work determines the priority areas and guides the scope of the commissioning process.

The South Eastern Melbourne Primary Health Network (SEMPHN) is pleased to invite Tenders to deliver the ResetLife Intensive Outpatient (IOP) AOD Treatment Service for Adults (the ‘Service’) to consumers within the SEMPHN catchment.

SEMPHN is seeking to engage an organisation to deliver the Service in the Local Government Area (LGAs) of the City of Casey within our catchment. Funding of up to $1,000,000.00 will be provided to deliver the Service. Funding Applications from consortiums and partnerships will not be considered. Subcontracting of the service is prohibited for this model.

The Successful Service Provider will be contracted from 01 July 2021. Following a service implementation period, the Services will be delivered from 01 September 2021 through to 30 June 2023 (subject to confirmation of funding from the Commonwealth Department of Health).

The ResetLife program is guided by the Matrix Model for Adults, which evolved in the U.S. during the 1980s as an effective treatment for the increasing number of people dependent on stimulant drugs, notably cocaine and methamphetamine. The model, originally known as neurobehavioural treatment, was designed to provide a more intensive and integrative intervention approach for clients requiring comprehensive care management.

The model emphasizes targeting the client’s cognitive, behavioural, emotional and relationship issues, which may be contributing factors to substance dependence.

The ResetLife program is dependent upon several foundational components including:

• Formation of a strong therapeutic relationship between the client and the therapist**
• Teaching the client to develop a structured and healthy lifestyle through time management
• Conveying precise and coherent information about the immediate and protracted effects of withdrawal from and cravings for substances
• Facilitation of opportunities to acquire and exercise coping techniques including relapse prevention
• Involvement of family and primary supports in therapeutic and didactic processes to enhance their support of treatment while minimising treatment disruption and/or sabotage
• Encouragement of client participation in peer led support groups
• Ensuring treatment effectiveness through random urine drug testing and breath analysis
